A popular assembly (or people's assembly) is a gathering called to address issues of importance to participants. Assemblies tend to be freely open to participation and operate by direct democracy. Some assemblies are of people from a location, some from a given workplace, industry or educational establishment others are called to address a specific issue. The term is often used to describe gatherings that address, what participants feel are, the effects of a democratic deficit in representative democratic systems. Popular Assembly Of The Peoples Of Oaxaca
The Mexican state of Oaxaca was embroiled in a conflict that lasted more than seven months and resulted in at least seventeen deaths and the occupation of the capital city of Oaxaca by the Popular Assembly of the Peoples of Oaxaca (APPO). The conflict emerged in May 2006 with the police responding to a strike involving the local teachers' trade union by opening fire on non-violent protests. It then grew into a broad-based movement pitting the Popular Assembly of the Peoples of Oaxaca (APPO) against the state's governor, Ulises Ruiz Ortiz. Protesters demanded the removal or resignation of Ortiz, whom they accused of political corruption and acts of repression. Multiple reports, including from international human rights monitors, accused the Mexican government of using death squads, summary executions, and even violating Geneva Conventions standards that prohibit attacking and shooting at unarmed medics attending to the wounded. Popular Assembly For Progress Party
The People's Rally for Progress ( ar, التجمع الشعبي من أجل التقدم; french: Rassemblement populaire pour le Progrès, RPP) is a political party in Djibouti. It has dominated politics in the country since 1979, initially under the rule of President Hassan Gouled Aptidon. Today it is led by President Ismaïl Omar Guelleh and is in a coalition government with Front for the Restoration of Unity and Democracy (FRUD) and other parties. The RPP tends to hold more influence among the Issa population. Patriote Popular Assemblies
The Patriote popular assemblies gathered supporters and leaders of the Patriote movement and the Parti patriote in 1837 Lower Canada. The assemblies, concentrated in the Montreal and Montérégie region, saw votes on resolutions and speeches of some of Lower Canada's most reputed orators. History The resolutions and the speeches often protested against the Russell Resolutions and what the Patriotes saw as the injustice of the colonial government that imposed its will by force and without the direct democratic participation of the people. A number of occasions honored Patriote leader Louis-Joseph Papineau. The text of the resolutions were often prepared by members of a permanent central committee in Montreal. Sree Moolam Popular Assembly
The Sree Moolam Popular Assembly in the erstwhile state of Travancore was the first popularly elected legislature in the history of India. Its predecessor legislative council was formed in Travancore in 1888 with eight appointed members. Sri Mulam Thirunal Ramavarma, who became maharajah of Travancore in 1886, established it in an order issued on 30 March 1888. In 1898, the strength of the council was increased to 15, comprising nine officials and six non-officials. In 1904, a lower house called the Sree Moolam Popular Assembly (known in the local language as ''Sree Mulam Praja Sabha'') was formed with 88 members to provide for increased participation of the people in the administration. Its membership was limited to representatives of landlords and merchants. Citizens' Assembly
A citizens' assembly (also known as citizens' jury or citizens' panel or people's jury or policy jury or citizens' initiative review or consensus conference or citizens' convention) is a body formed from randomly selected citizens to deliberate on important issues. It is a mechanism of participatory action research (PAR) that draws on the symbolism, and some of the practices, of a trial by jury. The purpose is to recruit a cross-section of the public to study the selected issues. Information is presented to provide a common set of facts, available options are considered and recommendations are forwarded to the appropriate authority. Some states implement only those recommendations approved in a subsequent referendum. Assemblies aim to increase public trust in the convening government by remedying the "divergence of interests" that arises between elected representatives and the electorate, as well as "a lack in deliberation in legislatures."
