Politics Of East Timor
Politics of East Timor takes place in a framework of a unitary semi-presidential representative democratic republic, whereby the Prime Minister of East Timor is the head of government and the President of East Timor exercises the functions of head of state. East Timor has a multi-party system. Executive power is exercised by the president and the government. Legislative power is vested in both the government and the National Parliament. The Judiciary is independent of the executive and the legislature. The East Timorese constitution was modelled on that of Portugal, though the president is less powerful than the Portuguese counterpart. The country is still in the process of building its administration and governmental institutions. Executive branch The head of state of the East Timorese republic is the President, who is directly elected by popular vote for a five-year term, and whose executive powers are somewhat limited by the constitution, though this official is able to ve ... Constitution
A constitution is the aggregate of fundamental principles or established precedents that constitute the legal basis of a polity, organisation or other type of Legal entity, entity and commonly determine how that entity is to be governed. When these principles are written down into a single document or set of legal documents, those documents may be said to embody a ''written constitution''; if they are encompassed in a single comprehensive document, it is said to embody a ''codified constitution''. The Constitution of the United Kingdom is a notable example of an ''uncodified constitution''; it is instead written in numerous fundamental Acts of a legislature, court cases or treaties. Constitutions concern different levels of organizations, from Sovereign state, sovereign countries to Company, companies and unincorporated Club (organization), associations. A treaty which establishes an international organization is also its constitution, in that it would define how that organiza ... D'Hondt Method
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received. For example, if a party wins one-third of the votes then it should gain about one-third of the seats. In general, exact proportionality is not possible because these divisions produce fractional numbers of seats. As a result, several methods, of which the D'Hondt method is one, have been devised which ensure that the parties' seat allocations, which are of whole numbers, ... Unicameral
Unicameralism (from ''uni''- "one" + Latin ''camera'' "chamber") is a type of legislature, which consists of one house or assembly, that legislates and votes as one. Unicameral legislatures exist when there is no widely perceived need for multicameralism (two or more chambers). Many multicameral legislatures were created to give separate voices to different sectors of society. Multiple houses allowed, for example, for a guaranteed representation of different social classes (as in the Parliament of the United Kingdom or the French States-General). Sometimes, as in New Zealand and Denmark, unicameralism comes about through the abolition of one of two bicameral chambers, or, as in Sweden, through the merger of the two chambers into a single one, while in others a second chamber has never existed from the beginning. Rationale for unicameralism and criticism The principal advantage of a unicameral system is more efficient lawmaking, as the legislative process is simpler and there is ... East Timor Parliament-davidrobie
East or Orient is one of the four cardinal directions or points of the compass. It is the opposite direction from west and is the direction from which the Sun rises on the Earth. Etymology As in other languages, the word is formed from the fact that east is the direction where the Sun rises: ''east'' comes from Middle English ''est'', from Old English ''ēast'', which itself comes from the Proto-Germanic *''aus-to-'' or *''austra-'' "east, toward the sunrise", from Proto-Indo-European *aus- "to shine," or "dawn", cognate with Old High German ''*ōstar'' "to the east", Latin ''aurora'' 'dawn', and Greek ''ēōs'' 'dawn, east'. Examples of the same formation in other languages include Latin oriens 'east, sunrise' from orior 'to rise, to originate', Greek ανατολή anatolé 'east' from ἀνατέλλω 'to rise' and Hebrew מִזְרָח mizraḥ 'east' from זָרַח zaraḥ 'to rise, to shine'. Cabinet (government)
A cabinet is a body of high-ranking state officials, typically consisting of the executive branch's top leaders. Members of a cabinet are usually called cabinet ministers or secretaries. The function of a cabinet varies: in some countries, it is a collegiate decision-making body with collective responsibility, while in others it may function either as a purely advisory body or an assisting institution to a decision-making head of state or head of government. Cabinets are typically the body responsible for the day-to-day management of the government and response to sudden events, whereas the legislative and judicial branches work in a measured pace, in sessions according to lengthy procedures. In some countries, particularly those that use a parliamentary system (e.g., the UK), the Cabinet collectively decides the government's direction, especially in regard to legislation passed by the parliament. In countries with a presidential system, such as the United States, the Ca ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |
