Independent Police Complaints Council
The Independent Police Complaints Council (IPCC) is a civilian body of the Government of Hong Kong, part of the two-tier system in which the Hong Kong Police Force investigates complaints made by the public against its members and the IPCC monitors those investigations. The IPCC acts as an independent body to monitor the review by the Complaints Against Police Office (CAPO) of complaints against members of the Police Force. Unlike CAPO, which is a unit of the police force, the IPCC is a civilian body not linked with the police that reports directly to the office of the Chief Executive of Hong Kong. There have been criticisms in LegCo that the IPCC has limited monitoring power. History The IPCC was set up in 1986 as the Police Complaints Committee or PCC, which reported to the then-Governor of Hong Kong. Alberta Serious Incident Response Team
The Alberta Serious Incident Response Team is the civilian oversight agency in Alberta, Canada responsible for the investigation of incidents resulted in serious injury or death to any person, as well as serious or sensitive allegations of police misconduct. ASIRT has jurisdiction over all municipal police officers and Royal Canadian Mounted Police "K" Division officers, and for all complaints whether on or off duty related. Organization ASIRT has two offices—one in Edmonton, the other in Calgary. The Executive Director heads the agency, and is responsible for reviewing all investigative reports and liaise with Crown Counsel, if there are reasonable grounds to determine an offense may have been committed, to determine whether charges will be laid against the subject officer. Independent Commission Against Corruption (New South Wales)
The Independent Commission Against Corruption (ICAC) is an agency of the Government of New South Wales responsible for eliminating and investigating corrupt activities and enhancing the integrity of the state's public administration. The Commission was established in 1989, pursuant to the , modeled after the ICAC in Hong Kong. It is led by a Chief Commissioner appointed for a fixed five-year term; and two part-time Commissioners. Then-NSW Premier Mike Baird suggested in November 2016 his desire to move from a sole Commissioner to a three-commissioner system, however this was strongly criticised by two former ICAC commissioners as weakening and politicising the organisation, leading to the resignation of then-Commissioner Megan Latham. Australian Defence Force Investigative Service
The Australian Defence Force Investigative Service (ADFIS) is the unified investigative arm of the Australian Defence Force's Joint Military Police Unit. Initially formed in 2007 as a part of the service police until its amalgamation into the Joint Military Police Force at the beginning of 2020. ADFIS was responsible for complex and major disciplinary and criminal investigations involving the Australian Defence Force (ADF), its assets, land, personnel and capability. ADFIS is a tri-service unit that was manned by specialised service police personnel who are qualified to undertake investigations of serious and unique nature. Australian Commission For Law Enforcement Integrity
The Australian Commission for Law Enforcement Integrity (ACLEI) is an Australian government statutory agency, created under the ''Law Enforcement Integrity Commissioner Act 2006''. Its role is to support the Law Enforcement Integrity Commissioner, detecting and preventing corruption in the Australian Criminal Intelligence Commission, the Department of Home Affairs (Australia) including the Australian Border Force (ABF), the Australian Federal Police, Australian Transaction Reports and Analysis Centre (AUSTRAC) and aspects of the Department of Agriculture and Water Resources. The NYC Civilian Complaint Review Board (CCRB) is the oversight agency of the New York City Police Department (NYPD), the largest police force in the United States. The Community Oversight Board (COB) of Nashville, Tennessee is an independent body to review cases of alleged Metropolitan Nashville police misconduct. It appeared as Amendment 1 on the November 6, 2018 ballot in Davidson County and was approved by voters by a margin of 134,371 votes in support (58.81%) to 94,129 votes against (41.19%). Members The board has 11 members: 7 nominated by community organizations or private petitions of at least 50 Davidson County residents, 2 by City Council Representatives, and 2 by the Mayor. The Toronto Police Services Board (TPSB) is the civilian police board that governs the Toronto Police Service (TPS). The board is responsible for approving the annual police budget, defining objectives and policies for TPS, and hiring Chief of the Toronto Police Service, Toronto's police chief. The role of police services boards are outlined in section 31 of the provincial Police Services Act (Ontario), ''Police Services Act''. The board makes decisions governing the structure and environment of the police service, but the chief of police leads the day-to-day operation of the police. Neither the board or its members can direct members of the police service. Only the chief of police, who is responsible to the board as a whole, receives direction on objectives, policies and priorities. Special Investigations Unit (Ontario)
The Special Investigations Unit (SIU, or "the Unit"; french: Unité des enquêtes spéciales, UES) is the civilian oversight agency in the province of Ontario in Canada responsible for investigating circumstances involving police that have resulted in a death or serious injury, or if a firearm was discharged at a person. The unit also investigates allegations of sexual assault. The unit's goal is to ensure that criminal law is applied appropriately to police conduct, as determined through independent investigations, increasing public confidence in the police services. The director is responsible to the attorney general of Ontario, and the unit as an "arm's-length" agency of the Ministry of the Attorney General.
