A civil township is a widely used unit of local government in the United States that is subordinate to a county, most often in the northern and midwestern parts of the country. The term town is used in New England, New York, and Wisconsin to refer to the equivalent of the civil township in these states; Minnesota uses "town" officially but often uses it and "township" interchangeably. Specific responsibilities and the degree of autonomy vary based on each state. Mount Carroll is a city in Carroll County, Illinois, United States. It is the Carroll County seat. The population was 1479 at the 2020 census. Due to its elevation and northwesterly location, Mount Carroll is subject to unusually cold winter weather. From 1930 to 1999, Mount Carroll held the record for the lowest temperature ever recorded in Illinois, , recorded on January 22, 1930. The 17th congressional district of Illinois is represented by Democrat Cheri Bustos. It includes most of the northwestern portion of the state, with most of its population living on the Illinois side of the Quad Cities, as well as parts of Peoria and Rockford. The 17th congressional district has shifted northward after redistricting in 2012. It subsequently lost Quincy and Decatur, as well as its share of Springfield. It was generally thought that the redrawn map would allow the district to revert to the Democrats, who held it without interruption from 1983 to 2011. Stockton is a village in Jo Daviess County, Illinois, United States. The population was 1,862 at the 2010 census, down from 1,926 at the 2000 census. History The village of Stockton is the youngest village in Jo Daviess County. It was established after the Minnesota Northwestern Railroad decided to build a station in Section 2 of Stockton Township in 1886, which through mergers later became named the Chicago Great Western Railway.
