The Senate of Puerto Rico majority and minority leaders are Puerto Rican Senators who are elected by the party conferences that hold the majority and the minorities respectively. These leaders serve as the chief Senate spokespeople for their parties and manage and schedule the legislative and executive business of the Senate. By rule, the Presiding Officer gives the Majority Leader priority in obtaining recognition to speak on the floor of the Senate. Miguel Hernández Agosto (April 5, 1927 – March 18, 2016) was a Puerto Rican politician whose service in government spanned several generations. Affiliated with the Popular Democratic Party (PPD), he started his political career as a Cabinet member, but eventually became a Senator at-large. Hernández Agosto served as President of the Senate of Puerto Rico for 12 years (1981-1993). Early years and education Hernández Agosto was born on April 5, 1927, in Las Piedras, Puerto Rico. Nicolás Nogueras Cartagena (July 5, 1935 – September 28, 2019) was a Puerto Rican politician, commentator and senator. He was a member of the Senate of Puerto Rico for two separate periods of time. First from 1973 to 1985, and then from 1992 to 1996. Biography Nicolás Nogueras was born on July 5, 1935, in Cayey, Puerto Rico. He received his law degree from the University of Puerto Rico School of Law in 1959. Nogueras began his political career with the Republican Party, but then joined the New Progressive Party (PNP). In 1972, he was elected to the Senate of Puerto Rico for the first time. He was re-elected in 1976 and 1980. He served as Majority Speaker of the House of Representatives from 1977 to 1980. Rubén Ángel Berríos Martínez (born June 21, 1939) is a Puerto Rican politician, international law attorney, writer, and current president of the Puerto Rican Independence Party (PIP). José María Menéndez Monroig (June 22, 1917 – April 4, 2003) was a member of the Puerto Rico Senate serving from 1968 till 1976.
