The Supreme Court of Justice of Colombia ( es, Corte Suprema de Justicia de Colombia) in Bogotá is the highest judicial body in civil and penal matters and issues of criminal and civil procedure in Colombia. The Supreme Court of Colombia is the highest authority in regard to the interpretation of administrative law, constitutional law, and the administration of the judiciary. The court consists of twenty three judges, elected by the same institution in list conformed by the Superior Council of the Judiciary for individual terms of eight years. The court meets at the Palace of Justice in the Bolívar Square of Bogotá. Belisario Betancur Cuartas (4 February 1923 – 7 December 2018) was a Colombian politician who served as the 26th President of Colombia from 1982 to 1986. He was a member of the Colombian Conservative Party. His presidency was noted for its attempted peace talks with several Colombian guerilla groups. He was also one of the few presidents to abstain from participating in politics after leaving office. The 19th of April Movement ( es, Movimiento 19 de Abril), or M-19, was a Colombian guerrilla organisation movement. After its demobilization it became a political party, the M-19 Democratic Alliance (), or AD/M-19. The M-19 traced its origins to the allegedly fraudulent presidential elections of 19 April 1970. In those elections, the National Popular Alliance (ANAPO) of former military dictator Gustavo Rojas Pinilla was denied an electoral victory. The ideology of the M-19 was nationalism, but its main aim was to open up democracy in Colombia.
