Otar ( kk, Отар) is a village in the Zhambyl Region, south-eastern Kazakhstan. It is the administrative center of the Otar rural district (KATO code - 314851100). Otar Military Base
Otar Military Base is a military installation of the Armed Forces of Kazakhstan located near Otar, in the Zhambyl District, Almaty Region, Kazakhstan. Description Military drills between Kazakhstan and its neighbors such as India, Kyrgyzstan, Mongolia and Russia. On some occasions, Cadets and enlisted personnel, are selected to undergo training at the base. Kazakhstan has held military parades at the military base in May 2013 and May 2018, in order to celebrate the Defender of the Fatherland Day holiday for the first time ever. During the latter parade, a woman was promoted to the rank of General for the first time in Kazakh military history. In early August 2018, the base hosted the Masters of Artillery Fire contest, held during the International Army Games that year. Over-the-air rekeying (OTAR) refers to transmitting or updating encryption keys (rekeying) in secure information systems by conveying the keys via encrypted electronic communication channels ("over the air"). It is also referred to as over-the-air transfer (OTAT), or over-the-air distribution (OTAD), depending on the specific type, use, and transmission means of the key being changed. Although the acronym refers specifically to radio transmission, the technology is also employed via wire, cable, or optical fiber. Duchy Of Aragvi
The Duchy of Aragvi ( ka, არაგვის საერისთავო) was an important fiefdom in medieval and early modern Georgia, strategically located in the upper Aragvi valley, in the foothills of the eastern Greater Caucasus crest, and ruled by a succession of ''eristavi'' ("dukes") from c. 1380 until being transferred to the royal crown in 1747. History The first known dukes of Aragvi belonged to the House of Shaburisdze which flourished in the 13th century. From this house, the duchy passed to those of Tumanisdze and, finally, in the 16th century, to the House of Sidamoni. This latter change of power took place sometime after 1569, when an obscure nobleman of the Sidamoni clan, with the aid of the dukes of the Ksani, massacred the Tumanisdze family and took control of their possessions.
