Orval R. Cook
Orval Ray Cook (July 27, 1898 – March 18, 1980) was a United States Air Force four-star general who served as Deputy Commander in Chief, United States European Command (DCINCEUR) from 1954 to 1956. Biography Cook was born July 27, 1898, in West Union, Indiana. He enlisted in the United States Army on October 22, 1918 before being appointed belatedly to the United States Military Academy on November 6, 1918, to fill a cadet vacancy and graduated on June 13, 1922 as a second lieutenant in the United States Army Air Service, Air Service. Entering Primary Flying School at Brooks City-Base, Brooks Field, Texas, Cook graduated from Advanced Flying School at Kelly Field, Texas in January 1924 and remained there as an instructor. That August he joined the Third Pursuit Squadron at Clark Field in the Philippines. Kelly Field (formerly Kelly Air Force Base) is a Joint-Use facility located in San Antonio, Texas. It was originally named after George E. M. Kelly, the first member of the U.S. military killed in the crash of an airplane he was piloting. In 2001, pursuant to BRAC action, the former Kelly AFB runway and land west of the runway became "Kelly Field" and control of this reduced size installation was transferred to the adjacent Lackland Air Force Base, part of Joint Base San Antonio. The base is under the jurisdiction of the 802d Mission Support Group, Air Education and Training Command (AETC). The World War I Victory Medal (known prior to establishment of the World War II Victory Medal in 1945 simply as the Victory Medal) was a United States service medal designed by James Earle Fraser of New York City under the direction of the Commission of Fine Arts. Award of a common allied service medal was recommended by an inter-allied committee in March 1919. Each allied nation would design a 'Victory Medal' for award to their military personnel, all issues having certain common features, including a winged figure of victory on the obverse and the same ribbon. The Victory Medal was originally intended to be established by an act of Congress. The bill authorizing the medal never passed, however, thus leaving the military departments to establish it through general orders. The Far East Air Force (FEAF) was the military aviation organization of the United States Army in the Philippines just prior to and at the beginning of World War II. Formed on 16 November 1941, FEAF was the predecessor of the Fifth Air Force of the United States Army Air Forces and the United States Air Force.
