Operation True Test
Operation True Test was a nationwide investigation in 2008 targeting businesses selling "masking products" that are supposed to help drug-users pass employer drug tests, under a little-used statute (Title 21, Chapter 13, Subchapter 1, Part D, Section 863(a)) of the U.S. Code. It came to light on May 7, 2008, when DEA/FBI agents raided nine business establishments targeted in the operation. Although the raids were not in the Western District of Pennsylvania, the U.S. Attorney for the Western District of Pennsylvania, Mary Beth Buchanan, is overseeing the operation. Mary Beth Buchanan also oversaw Operation Pipe Dream which targeted companies that sold water bongs and pipes. Through Operation Pipe Dream, comedian Tommy Chong was incarcerated for 9 months for violating drug paraphernalia laws. Mary Beth Buchanan
Mary Beth Buchanan, née Kotcella, (born July 25, 1963), is the former United States Attorney for the Western District of Pennsylvania. She was nominated by George W. Bush on September 5, 2001, and confirmed by the United States Senate on September 14, 2001. Buchanan was the first woman and youngest person to be appointed to the position. Under Attorney Generals John Ashcroft and Alberto Gonzales, Buchanan held two key Justice Department posts, splitting time between Washington, D.C. and Pittsburgh up until her resignation as Acting Director of the Department of Justice's Office on Violence Against Women in December 2007. In May 2010, Buchanan was a candidate for the United States House of Representatives for Pennsylvania's 4th congressional district, but was defeated in the Republican primary. Operation Pipe Dream
Operation Pipe Dreams was an American nationwide investigation in 2003 targeting businesses selling drug paraphernalia, mostly marijuana pipes and bongs, under a little-used statute. Due to the reluctance of state law-enforcement agencies to contribute resources to the operation, most cases were filed in Iowa and Pennsylvania, taking advantage of the statute's prohibition on the use of "the mails or any other facility of interstate commerce to transport drug paraphernalia." Hundreds of businesses and homes were raided as a result of Operation Pipe Dreams. Fifty-five people were named in indictments and charged with trafficking of illegal drug paraphernalia. While 54 of the 55 individuals charged were sentenced to fines and home detentions, actor Tommy Chong was sentenced September 11, 2003, to 9 months in a federal prison, a fine of $20,000, forfeiture of $103,000 in assets, and a year of probation. ''a/k/a Tommy Chong'' is a 2006 documentary film written, produced, and directed by Josh Gilbert, that chronicles the Drug Enforcement Administration raid on comedian Tommy Chong's house and his subsequent jail sentence for trafficking in illegal drug paraphernalia. He was sentenced to nine months in federal prison. DEA agents raided Chong's Pacific Palisades, California home on the morning of February 24, 2003. The raid was part of Operation Pipe Dreams and "Operation Headhunter," which resulted in raids on 100 homes and businesses nationwide that day and indictments of 55 individuals. The film was shown at film festivals in 2005 and 2006 and had its first, art-house theatrical release on June 14, 2006, at the Film Forum in New York City.
