Oluklu is a village in the Selim district of Kars Province, Turkey. It is situated in high plains at , The distance to Selim is and to Kars is . The population of Oluklu is 1574 as of 2011. Up to 2011 Oluklu was a village in Kağızman Kağızman ( ku, Qaxizman), formerly Kaghzvan (), is a town and district of Kars Province in the Eastern Anatolia region of Turkey. Kars Province
Kars Province ( tr, Kars ili; ku, Parêzgeha Qersê; hy, Կարսի նահանգ) is a province of Turkey, located in the northeastern part of the country. It shares part of its closed border with Armenia. Eastern European Summer Time (EEST) is one of the names of the UTC+03:00 time zone, which is 3 hours ahead of Coordinated Universal Time. Turkish vehicle registration plates are number plates found on Turkish vehicles. The plates use an indirect numbering system associated with the geographical info. Muhtar (title)
A muhtar is the elected village head in villages of Turkey. In cities, likewise, each neighbourhood has a muhtar but with a slightly different status. Muhtars and their village councils ( tr, Azalar or İhtiyar heyeti) are elected during local elections for five years. However, political parties are not permitted to nominate candidates for these posts. Rural muhtars In each village, the muhtar is the highest elected authority of the village. Kars
Kars (; ku, Qers; ) is a city in northeast Turkey and the capital of Kars Province. Its population is 73,836 in 2011.
