Office Of Economic Opportunity
The Office of Economic Opportunity was the agency responsible for administering most of the War on Poverty programs created as part of United States President Lyndon B. Johnson's Great Society legislative agenda. It was established in 1964 as an independent agency and renamed the Community Services Administration in 1975. In 1981, it was moved into the Department of Health and Human Services as the Office of Community Services, with most of its programs continuing to operate. History Independent agency The office was created through the efforts of R. Sargent Shriver, who also served as its first director. Programs such as VISTA, Job Corps, Community Action Program, and Head Start (though that program was later transferred to the Department of Health, Education and Welfare) were all administered by the OEO. It was established in 1964, but quickly became a target of both left-wing and right-wing critics of the War on Poverty. President Richard Nixon's appointment of Howard Ph ...

Optical Communications Repeater
An optical communications repeater is used in a fiber-optic communications system to regenerate an optical signal. Such repeaters are used to extend the reach of optical communications links by overcoming loss due to attenuation of the optical fiber. Some repeaters also correct for distortion of the optical signal by converting it to an electrical signal, processing that electrical signal and then retransmitting an optical signal. Such repeaters are known as optical-electrical-optical (OEO) due to the conversion of the signal. These repeaters are also called regenerators for the same reason. Classification of regenerators Optical regenerations are classified into 3 categories by the 3 R's scheme. # R : reamplification of the data pulse alone is carried out. # 2R : in addition to reamplification, pulse reshaping is carried out. E.g.: Mamyshev 2R regenerator. # 3R : in addition to reamplification and reshaping, retiming of data pulse is done. All-optical regenerators An alternat ...

Opto-electronic Oscillator
An opto-electronic oscillator (OEO) is an optoelectronic circuit that produces repetitive electronic sine wave and/or modulated optical continuous wave signals. An opto-electronic oscillator is based on converting the continuous light energy from a pump laser to radio frequency (RF), microwave or mm-wave signals. The OEO is characterized by having very high quality factor (Q) and stability, as well as other functional characteristics that are not readily achieved with electronic oscillators. Its unique behavior results from the use of electro-optical (E/O) and photonic components, which are generally characterized with high efficiency, high speed, and low dispersion in the microwave frequency regime. In an OEO, the phase noise of the oscillator does not increase with the frequency that is subject to other implementations by electronic oscillators such as quartz crystal oscillators, dielectric resonators, sapphire resonators or air-dielectric resonators. History OEO was introd ...

Photonic
Photonics is a branch of optics that involves the application of generation, detection, and manipulation of light in form of photons through emission, transmission, modulation, signal processing, switching, amplification, and sensing. Though covering all light's technical applications over the whole spectrum, most photonic applications are in the range of visible and near-infrared light. The term photonics developed as an outgrowth of the first practical semiconductor light emitters invented in the early 1960s and optical fibers developed in the 1970s. History The word 'Photonics' is derived from the Greek word "phos" meaning light (which has genitive case "photos" and in compound words the root "photo-" is used); it appeared in the late 1960s to describe a research field whose goal was to use light to perform functions that traditionally fell within the typical domain of electronics, such as telecommunications, information processing, etc. Photonics as a field began with the ...

Oscillator
Oscillation is the repetitive or periodic variation, typically in time, of some measure about a central value (often a point of equilibrium) or between two or more different states. Familiar examples of oscillation include a swinging pendulum and alternating current. Oscillations can be used in physics to approximate complex interactions, such as those between atoms. Oscillations occur not only in mechanical systems but also in dynamic systems in virtually every area of science: for example the beating of the human heart (for circulation), business cycles in economics, predator–prey population cycles in ecology, geothermal geysers in geology, vibration of strings in guitar and other string instruments, periodic firing of nerve cells in the brain, and the periodic swelling of Cepheid variable stars in astronomy. The term ''vibration'' is precisely used to describe a mechanical oscillation. Oscillation, especially rapid oscillation, may be an undesirable phenomenon in pro ...

Phase-locked Loop
A phase-locked loop or phase lock loop (PLL) is a control system that generates an output signal whose phase is related to the phase of an input signal. There are several different types; the simplest is an electronic circuit consisting of a variable frequency oscillator and a phase detector in a feedback loop. The oscillator's frequency and phase are controlled proportionally by an applied voltage, hence the term voltage-controlled oscillator (VCO). The oscillator generates a periodic signal of a specific frequency, and the phase detector compares the phase of that signal with the phase of the input periodic signal, to adjust the oscillator to keep the phases matched. Keeping the input and output phase in lockstep also implies keeping the input and output frequencies the same. Consequently, in addition to synchronizing signals, a phase-locked loop can track an input frequency, or it can generate a frequency that is a multiple of the input frequency. These properties are use ...

Laser
A laser is a device that emits light through a process of optical amplification based on the stimulated emission of electromagnetic radiation. The word "laser" is an acronym for "light amplification by stimulated emission of radiation". The first laser was built in 1960 by Theodore H. Maiman at Hughes Research Laboratories, based on theoretical work by Charles Hard Townes and Arthur Leonard Schawlow. A laser differs from other sources of light in that it emits light which is ''coherent''. Spatial coherence allows a laser to be focused to a tight spot, enabling applications such as laser cutting and lithography. Spatial coherence also allows a laser beam to stay narrow over great distances (collimation), enabling applications such as laser pointers and lidar (light detection and ranging). Lasers can also have high temporal coherence, which allows them to emit light with a very narrow spectrum. Alternatively, temporal coherence can be used to produce ultrashort pulses of ligh ...
