October 1911 Liverpool Plains State By-election
A by-election was held for the New South Wales Legislative Assembly electorate of Electoral district of Liverpool Plains, Liverpool Plains on 28 October 1911 because the Elections and Qualifications Committee declared that the election of John Perry (1849–1935), John Perry at the August 1911 Liverpool Plains state by-election, by-election on 16 August 1911 was void. Perry had been declared as winning the seat, with a margin of 3 votes and 91 informal votes, and William Ashford (Australian politician), William Ashford challenged the result before the Elections and Qualifications Committee. The Committee recounted the votes and held that Perry and Ashford had tied on 2,915 votes each. The provision for a tie only referred to the returning officer as having a casting vote, and he had already concluded his task in returning the writ. New South Wales Legislative Assembly
The New South Wales Legislative Assembly is the lower of the two houses of the Parliament of New South Wales, an Australian state. The upper house is the New South Wales Legislative Council. Both the Assembly and Council sit at Parliament House in the state capital, Sydney. The Assembly is presided over by the Speaker of the Legislative Assembly. The Speaker of the New South Wales Legislative Assembly is the presiding officer of the Legislative Assembly, New South Wales's lower chamber of Parliament. The current Speaker is Jonathan O'Dea, who was elected on 7 May 2019. Traditionally a partisan office, filled by the governing party of the time, O'Dea replaced the previous Liberal Speaker Shelley Hancock, following the 2019 state election. Role The Speaker presides over the House's debates, determining which members may speak. Results Of The 1910 New South Wales State Election
The 1910 New South Wales state election involved 90 electoral district returning one member each. This was the first NSW election using a second ballot system. All previous elections had used a first past the post voting system, where a candidate might be elected with less than 50% of the vote especially where two or more similar candidates split the vote. Under the second ballot system, if a candidate failed to achieve at least 50% of the vote in an electorate, a run-off election would take place in the following weeks. In this election, 3 electorates proceeded to second round elections. At Durham and St Leonards the second round ballot was won by the leading candidate; however, at Hastings and Macleay the support from the Labour Party saw the independent overtake sitting Liberal Reform member to take the seat. Electoral District Of Liverpool Plains
Liverpool Plains was an electoral district of the Legislative Assembly in the Australian state of New South Wales, created in 1859 and including the Liverpool Plains (which includes Quirindi and Gunnedah) and the extensive pastoral district around the Gwydir River in the northwest of the state. It was created when the seat of Liverpool Plains and Gwydir was divided into two. It was abolished in 1880, and partly replaced by Gunnedah. It was re-created in the 1904 re-distribution of electorates following the 1903 New South Wales referendum, which required the number of members of the Legislative Assembly to be reduced from 125 to 90. It consisted of parts of the abolished seats of Gunnedah, Quirindi, and Wellington. In 1920, with the introduction of proportional representation it was absorbed into Wammerawa, along with Castlereagh and Mudgee.
