Executive oversight of United States covert operations has been carried out by a series of sub-committees of the National Security Council (NSC). Birth of covert operations in the Cold War At the beginning of the Cold War, it was not inevitable that covert operations would become the dominion of the Central Intelligence Agency (CIA). The National Security Act of 1947 did not explicitly authorize the CIA to conduct covert operations, although Section 102(d)(5) was sufficiently vague to permit abuse. At the very first meetings of the NSC in late 1947, the perceived necessity to "stem the flow of communism" in Western Europe—particularly Italy—by overt and covert "psychological warfare" forced the issue. General Walter Bedell "Beetle" Smith (5 October 1895 – 9 August 1961) was a senior officer of the United States Army who served as General Dwight D. Eisenhower's chief of staff at Allied Forces Headquarters (AFHQ) during the Tunisia Campaign and the Allied invasion of Italy in 1943, during World War II. He was Eisenhower's chief of staff at the Supreme Headquarters Allied Expeditionary Force (SHAEF) in the campaign in Western Europe from 1944 to 1945. Joseph Taggart McNarney (August 28, 1893 – February 1, 1972) was a four-star general in the United States Army and in the United States Air Force, who served as Military Governor of occupied Germany. Early life Joseph Taggart McNarney was born on August 28, 1893, at Emporium, Pennsylvania. He graduated from the United States Military Academy in June 1915 (as part of "the class the stars fell on") and was commissioned a second lieutenant of Infantry. McNarney served with the 21st Infantry at Vancouver Barracks, Washington, and with the 37th Infantry at Yuma, Arizona. Frank Wisner
Frank Gardiner Wisner (June 23, 1909 – October 29, 1965) was one of the founding officers of the Central Intelligence Agency (CIA) and played a major role in CIA operations throughout the 1950s. Wisner began his intelligence career in the Office of Strategic Services in World War II. After the war, he headed the Office of Policy Coordination (OPC), one of the OSS successor organizations, from 1948 to 1950. In 1950, the OPC was placed under the Central Intelligence Agency and renamed the Directorate of Plans.
