Operation Predator
Operation Predator is an initiative started on July 9, 2003 by U.S. Immigration and Customs Enforcement (ICE), a division of the Department of Homeland Security, to protect children from sexual predators. Operation Predator targets foreign national sex offenders (deportable aliens), child traffickers, child-sex tourists, and people involved in all levels of child pornography, from producers to distributors to consumers. As of January 2007, there have been over 9,300 arrests under Operation Predator. Over 1,000 of those arrests occurred within the first three months of the operation. More than 85% of the arrests made as part of Operation Predator have been arrests of foreign national sex offenders whose crimes make them removable from the United States. Sex offender registries in the United States exist at both the federal and state levels. Registries contain information about persons convicted of sexual offenses for law enforcement and public notification purposes. Operation Delego was a major international child pornography investigation, launched in 2009, which dismantled an international pedophile ring that operated an invitation-only Internet site named Dreamboard which featured incentives for images of the violent sexual abuse of young children under twelve, including infants. Only 72 charges were filed against the approximately 600 members of Dreamboard due to the extensive encryption involved. Members were required to upload new material at least every 50 days to maintain their access and remain in good standing. Operation Angel Watch
Operation Angel Watch is an intelligence-driven program targeting American registered sex offenders traveling abroad who the Department of Homeland Security's Immigration and Customs Enforcement department (ICE) believes are likely to engage in child sex tourism. By evaluating patterns and trends, ICE identifies high risk countries to compare with the travel plans of persons included in sex offender registry. Since the inception Operation Angel Watch, nearly 300 suspected CST perpetrators have been identified. In 2007, Angel Watch sent 1,700 leads to 100 countries. The National Center for Missing & Exploited Children (NCMEC) is a private, nonprofit organization established in 1984 by the United States Congress. In September 2013, the United States House of Representatives, United States Senate, and the President of the United States reauthorized the allocation of $40 million in funding for the National Center for Missing & Exploited Children as part of Missing Children's Assistance Reauthorization Act of 2013.
