Open Access In Belgium
In Belgium, open access to scholarly communication accelerated after 2007 when the University of Liège adopted its first open-access mandate. The "Brussels Declaration" for open access was signed by officials in 2012. The presence of many Belgium research organizations to the Berlin Declaration on Open access, and the creation of Immediate Deposit and Optional Access mandate at ULG in 2007, led to the Brussels Declaration on Open Access signed in 2012 by the Minister of research. This Declaration enabled Belgium to have a broad network of institutional open-access repositories by circulating the results to Belgian academic and scientific research. Repositories There are some 23 collections of scholarship in Belgium housed in digital open access repositories. They contain journal articles, book chapters, data, and other research outputs that are free to read. SPARC Europe
The Scholarly Publishing and Academic Resources Coalition (SPARC) is an international alliance of academic and research libraries developed by the Association of Research Libraries in 1998 which promotes open access to scholarship. The coalition currently includes some 800 institutions in North America, Europe, Japan, China and Australia. Richard Johnson served as director 1998-2005. Heather Joseph became executive director in 2005. History The idea of SPARC was presented at the 1997 annual meeting of the Association of Research Libraries. Kenneth Frazier, librarian at the University of Wisconsin, proposed that attendees at the meeting develop a fund to create a new publication model for academic journals wherein many libraries contributed to that fund, and from that fund, the contributors would create new publications on some model which lowered the costs of all journals. The Registry of Open Access Repositories (ROAR) is a searchable international database indexing the creation, location and growth of open access institutional repositories and their contents. ROAR was created by EPrints at University of Southampton, UK, in 2003. It began as the ''Institutional Archives Registry'' and was renamed '' Registry of Open Access Repositories'' in 2006. To date, over 3,000 institutional and cross-institutional repositories have been registered. As of 2015, ROAR and the UK-based Directory of Open Access Repositories (OpenDOAR) "are considered the two leading open access directories worldwide. Peter Dain Suber (born November 8, 1951) is a philosopher specializing in the philosophy of law and open access to knowledge. He is a Senior Researcher at the Berkman Klein Center for Internet & Society, Director of the Harvard Office for Scholarly Communication, and Director of the Harvard Open Access Project (HOAP). Suber is known as a leading voice in the open access movement, and as the creator of the game ''Nomic''. He shifted to half-time in July 2022. Education Suber graduated from Earlham College in 1973, received a PhD degree in philosophy in 1978, writing a dissertation on Søren Kierkegaard and a Juris Doctor degree in 1982, both from Northwestern University. The Directory of Open Access Journals (DOAJ) is a website that hosts a community-curated list of open access journals, maintained by Infrastructure Services for Open Access (IS4OA). It was launched in 2003 with 300 open access journals.
