Nobuto Hosaka
(born November 26, 1955) is a Japanese politician and the current mayor of Setagaya in Tokyo. In addition, he was a member of the House of Representatives for the Social Democratic Party until July 21, 2009. Hosaka campaigned and won the mayor's job on an anti-nuclear platform in April 2011, just over a month after the Fukushima Daiichi nuclear disaster. According to ''The Wall Street Journal'', Hosaka "is determined to turn this city ward of 840,000 people, the largest in Tokyo, into the front-runner of a movement that will put an end to Japan's reliance on atomic power and accelerate the use of renewable energy". Hosaka opposes the death penalty, and held the position of secretary general of the Parliamentary League for the Abolition of the Death Penalty. Setagaya
is a special ward in Tokyo, Japan. It is also the name of a neighborhood and administrative district within the ward. The ward calls itself Setagaya City in English. Its official bird is the azure-winged magpie, its flower is the fringed orchid, and its tree is the ''Zelkova serrata''. Setagaya has the largest population and second largest area (after Ōta) of Tokyo's special wards. As of January 1, 2020, the ward has an estimated population of 939,099, and a population density of 16,177 persons per km² with the total area of 58.06 km². Kaoru Kobayashi (murderer)
was a Japanese newspaper deliveryman who kidnapped, sexually assaulted and murdered 7-year-old in Nara, Nara Prefecture, on November 17, 2004. Kobayashi, an ex-convict and pedophile with a record as a prolific sex offender, was sentenced to death for the murder of Ariyama and was executed by hanging at Osaka Detention House on February 21, 2013. Ariyama's murder caused a surge in the moral panic against ''otaku'' culture in Japan. Early life Kaoru Kobayashi was born on November 30, 1968, in the Sumiyoshi-ku ward of Osaka, Osaka Prefecture. He worked as a paperboy since his childhood as his family was poor, and his mother died in 1978. In 1989, Kobayashi was convicted of sexually assaulting eight children, receiving a suspended sentence of two years imprisonment. Shizuka Kamei
is a former Japanese politician and a former chairman of the Parliamentary League for the Abolition of the Death Penalty. Early life He was born in the city of Shōbara in Hiroshima Prefecture into a poor family. He studied at the department of economics at University of Tokyo and worked his way through school through various jobs, including singing at a cabaret. Upon graduation in 1960, he entered Sumitomo Seika, and joined the National Police Agency in 1962. In 1972, he took charge of a number of high-profile cases, including the Red Army Asama-Sanso incident, the Narita Airport incident, and the Tel Aviv highjacking. Kamei is one of the few major politicians to oppose the death penalty, and wrote a book, ''Shikei Haishi ron'', asserting his opposition.
