California Proposition 5, or the Nonviolent Offender Rehabilitation Act (or NORA) was an initiated state statute that appeared as a ballot measure on the November 2008 ballot in California. It was disapproved by voters on November 4 of that year. The Sycuan Band of the Kumeyaay Nation is a federally recognized tribe of Mission Indians from Southern California, located in an unincorporated area of San Diego County just east of El Cajon. Andrew Jerrold Perenchio (December 20, 1930 – May 23, 2017) was an American billionaire businessman and philanthropist. He was at one time the chairman and chief executive officer of Univision.
