Nikolai Rozenbakh
Nikolai Ottonovich von Rozenbakh (Николай Оттонович фон Розенбах) (12 June 1836 in Püssi – 5 May 1901 in Petersburg) was a Russians (citizens), Russian General during the nineteenth century. He was Governor-General of the Guberniya of Russian Turkestan and commander of the Turkestan Military District from 1884 to 1889. In 1884, Eduard August von Regel, Regel in 'Trudy Imperatorskago St. Peterburgskago Botaniceskago Sada' Vol.3, published ''Iris rosenbachiana'', it was found in Turkestan and named after Rozenbakh. Russian citizenship law details the conditions by which a person holds citizenship of Russia. The primary law governing citizenship requirements is the federal law "On Citizenship of the Russian Federation", which came into force on 1 July 2002. Russian Turkestan (russian: Русский Туркестан, Russkiy Turkestan) was the western part of Turkestan within the Russian Empire’s Central Asian territories, and was administered as a Krai or Governor-Generalship. It comprised the oasis region to the south of the Kazakh Steppe, but not the protectorates of the Emirate of Bukhara and the Khanate of Khiva. Turkestan Military District
The Turkestan Military District (russian: Туркестанский военный округ (ТуркВО), ''Turkestansky voyenyi okrug (TurkVO)'') was a military district of both the Imperial Russian Army and the Soviet Armed Forces, with its headquarters at Tashkent. The District was first created during the 1874 Russian military reform when by order of Minister Dmitry Milyutin the territory of Russia was divided into fourteen military districts. Its first commander was Konstantin Petrovich von Kaufmann, who was also Governor-General of Russian Turkestan at the time. Eduard August von Regel (sometimes Edward von Regel or Edward de Regel or Édouard von Regel), Russian: Эдуард Август Фон Регель; (born 13 August 1815 in Gotha; died 15 April 1892 in St. Petersburg) was a German horticulturalist and botanist. He ended his career serving as the Director of the Russian Imperial Botanical Garden of St. Petersburg. As a result of naturalists and explorers sending back biological collections, Regel was able to describe and name many previously unknown species from frontiers around the world. ''Iris rosenbachiana'', the spinster iris, is a species in the genus ''Iris'', it is also in the subgenus ''Scorpiris''. It is a bulbous perennial from Central Asia, within Tajikistan and Afghanistan. It has long mid-green leaves, short flower stem, sweet scented flowers in early spring in shades of purple.
