Nicky Barnes
Leroy Nicholas Barnes (October 15, 1933 – June 18, 2012) was an American crime boss, active in New York City during the 1970s. In 1972, Barnes formed The Council, a seven-man African-American organized crime syndicate that controlled a significant part of the heroin trade in the Harlem area of New York City. Barnes led The Council into an international drug trafficking ring, in partnership with the Italian-American Mafia, until his arrest in 1977. Barnes was sentenced to life imprisonment, eventually becoming a federal informant that led to the collapse of The Council in 1977. Barnes was living under the United States Marshals Service in Witness protection at the time of his death, and his obituary appeared in ''The New York Times'' seven years after his death. Guy Fisher
Guy Thomas Fisher (born July 21, 1947) is an American convicted racketeer who was once part of " The Council", an African-American crime organization that controlled the heroin trade in Harlem from 1972 to 1983. He became the first black man to own and operate the Apollo Theater in Harlem when he purchased it in 1977. On October 28, 2020, Guy Fisher was released from federal custody on a medical pardon. Arrest and conviction In 1984, Fisher was convicted of multiple counts of RICO violations, including continuing criminal conspiracy, drug trafficking, and murder, and was sentenced to life in prison without eligibility for parole. Fisher's conviction was facilitated by the testimony of his former mentor, associate, and rival, Leroy "Nicky" Barnes. Wallace Rice (gangster)
Wallace Rice (born circa 1933) is a gangster who was part of the 1970s heroin trade in Harlem, New York. Rice was one of the seven members of The Council that included Leroy "Nicky" Barnes, known as "Mr Untouchable", its leader. Matthew Madonna (November 2, 1935) is a member of the Lucchese crime family who served as acting boss before being imprisoned in 2017. Narcotics trafficking In 1959, while serving a sentence at the Green Haven Correctional Facility in Upstate New York, Madonna became acquainted with Nicky Barnes, a young drug dealer from Harlem. After their release from prison, Madonna started supplying large quantities of heroin to Barnes. Madonna would drop off a car with a trunk full of heroin at a Manhattan parking lot. Joseph Gallo (April 7, 1929 – April 7, 1972), also known as "Crazy Joe", was an Italian-American mobster and Caporegime of the Colombo crime family of New York City. In his youth, Gallo was diagnosed with schizophrenia after an arrest. He soon became an enforcer in the Profaci crime family, later forming his own crew which included his brothers Larry and Albert.
