The town seat lies at Hải Hòa (former Tĩnh Gia township). District-level town (thị xã), a type of second tier subdivision of Vietnam is divided into 713 units along with urban district, district, municipal city, and provincial city have equal status. Also by virtue of Decree No. 42/2009/ND-CP, town are officially classified into Class-3 or Class-4. The towns may only be a capital of a province, but not of a municipality as the Second Tier unit. At the Third Tier, Town is divided into wards and communes. Most provincial capitals were once towns, but now most of them have become provincial cities. North Central Coast
Bắc Trung Bộ (literally North Central Region, and often translated as North Central Coast) is one of the regions of Vietnam. It consists of six provinces: Thanh Hóa, Nghệ An, Hà Tĩnh, Quảng Bình, Quảng Trị, Thừa Thiên–Huế. The last two provinces were the northernmost provinces of South Vietnam until 1976. In Vietnam, there are three kinds of third-level (commune-level) administrative subdivisions: the Rural commune (Vietnam), rural commune ( vi, xã), the Commune-level town (Vietnam), commune-level town ( vi, thị trấn), and the ward (Vietnam), ward ( vi, phường, literal meaning: urban subdistrict).
