New York State Route 990L (NY 990L) is a reference route in Chenango County, New York, in the United States. The western terminus of the route is at an intersection with NY 12 in the city of Norwich. Its eastern terminus is at a junction with NY 23 in the town of Norwich. NY 990L is one of four reference routes in New York that has been signed as a touring route. The highway is known as East Main Street in the city of Norwich and as East River Road in the town of Norwich. Both roads were designated state arterial highways in 1954, requiring the state to pay for all maintenance on the roads. Route description NY 990L begins at an intersection with NY 12 (Broad Street) and West Main Street (former NY 319) in the downtown district of the city of Norwich. New York State Route 990V (NY 990V) is an east–west reference route in Schoharie County, New York, in the United States. It extends for from an intersection with NY 30 in the town of Gilboa to a junction with County Route 18 (CR 18) in the town of Conesville, where the road continues east as CR 3. Reference routes in New York are typically unsigned; however, NY 990V is fully signed with touring route markers. The road is a remnant of New York State Route 342, a route assigned as part of the 1930 renumbering of state highways in New York. The NY 342 designation was removed in the late 1940s; however, its former routing from Gilboa to Conesville remained a state highway and became NY 990V when the modern reference route system in New York was created. New York State Route 962J (NY 962J) is a southwest-northeast reference route that, unlike most reference routes, has been signed as a touring route in Southern Tier town of Owego in Tioga County, New York. Its southwestern terminus is at NY 434 in the census-designated place of Apalachin and its northeastern terminus is at NY 17C south of the hamlet of Campville. Route description Shortly after NY 962J begins at NY 434, it passes over NY 17 (Future I-86) (the Southern Tier Expressway) and intersects the new ramps that lead to and from NY 17 westbound. It extends for from an intersection with NY 70 east of the Allegany County village of Canaseraga to a junction with NY 36 in the Steuben County village of Arkport. Although NY 961F follows a mostly north–south alignment, it is inventoried as an east–west route by the New York State Department of Transportation (NYSDOT). Unlike most reference routes, NY 961F is signed as a touring route. The highway was part of NY 38 in the 1920s and part of NY 70 from the 1930s to the 1970s.
