The Department of Mental Hygiene is a component of the New York state government composed of three autonomous offices: *the Office of Addiction Services and Supports (OASAS) *the Office of Mental Health (OMH) *the Office for People With Developmental Disabilities (OPWDD) These offices are headed up by a commissioner who also serves on a council that performs inter-office coordination. Their regulations are compiled in title 14 of the ''New York Codes, Rules and Regulations''. Mental health The majority of the ''public mental health system'' is in voluntary outpatient programs, the largest and most used being clinic treatment services. Inpatient care is provided mainly by state psychiatric centers, supplemented by homeless shelters, the general hospital network, and jails. 45–57% of New York mental health consumers use Medicaid, which is the largest single source of funding. Mohawk Valley Psychiatric Center is a psychiatric hospital located in Utica. Its predecessor was established in 1836. History ''Mohawk Valley Psychiatric'' was once called Utica State Hospital; the latter was a lunatic asylum. This haven for the insane was highlighted in 1999 as among New York's "shrinking hospitals for the mentally ill for years. An empty corridor." Manhattan Psychiatric Center
The Manhattan Psychiatric Center is a New York-state run psychiatric hospital on Wards Island in New York City. As of 2009, it was licensed for 509 beds, but holds only around 200 patients. The current building is 17 stories tall. The building strongly resembles the main building of the Creedmoor Psychiatric Center in Queens. It is adjacent to Kirby Forensic Psychiatric Center, a specialized facility for patients with criminal convictions. Kirby Forensic Psychiatric Center
Kirby Forensic Psychiatric Center is a maximum-security facility for the mentally ill on Wards Island in New York City, operated by the New York State Office of Mental Health as one of two psychiatric hospitals in the state that treat felony patients. The building, described as "fortresslike", is adjacent to the Manhattan Psychiatric Center. Of its more than 200 patients, 50 are deemed criminally insane; it houses pre-trial detainees unfit to stand trial as well as convicted defendants granted an insanity plea. Creedmoor Psychiatric Center
Creedmoor Psychiatric Center is a psychiatric hospital at 79-26 Winchester Boulevard in Queens Village, Queens, New York, United States. It provides inpatient, outpatient and residential services for severely mentally ill patients. The hospital occupies more than and includes more than 50 buildings. The site was named after the Creed family, which farmed on the site. It later was used as a firing range from the 1870s until 1892. The Capital District, also known as the Capital Region, is the metropolitan area surrounding Albany, the capital of the U.S. state of New York.
