Doña Ana County is located in the southern part of the State of New Mexico, United States. As of the 2020 U.S. Census, its population was 219,561, which makes it the second-most populated county in New Mexico. Its county seat is Las Cruces, the second-most populous municipality in New Mexico after Albuquerque, with 111,385 as of the 2020 U.S. Census. Chaves County was named for Colonel Jose Francisco Chaves, a military leader there during the Civil War and later in Navajo campaigns. Roswell () is a city in, and the seat of, Chaves County in the U.S. state of New Mexico. Chaves County forms the entirety of the Roswell micropolitan area. As of the 2020 census it had a population of 48,422, making it the fifth-largest city in New Mexico. It is home of the New Mexico Military Institute (NMMI), founded in 1891. The city is also the location of an Eastern New Mexico University campus. Bitter Lake National Wildlife Refuge is located a few miles northeast of the city on the Pecos River. The Penitentiary of New Mexico (PNM) is a men's maximum-security prison located in unincorporated Santa Fe County, south of central Santa Fe, on New Mexico State Road 14. It is operated by the New Mexico Corrections Department. The complex consists of three separate facilities. The facilities are now referred to as Level V (opened 1985), Level VI (opened 1985) and Level II (opened 1990) for the minimum restrict facility, based upon the New Mexico adaptation of the Federal Bureau of Prisons system for inmate classification and restriction. The regular daily population is about 790 inmates, whose average age is 32. The Level VI Supermax site contains New Mexico's Death Row. This is where Terry Clark was executed in 2001. Chaparral is an unincorporated community and census-designated place (CDP) in Doña Ana and Otero counties, New Mexico. The population was 14,631 at the 2010 census. The Otero County Prison Facility is a privately managed prison for men located in Chaparral, Otero County, New Mexico, operated by the Management and Training Corporation. The facility opened in 2003, and has a capacity of 1420. Otero County is the owner of the facility. Clients include the state, which began sending about 300 sex offenders to the institution beginning in early 2013. Most of the facility is dedicated to housing federal prisoners of the United States Marshals Service, U.S. Immigration and Customs Enforcement, and the Federal Bureau of Prisons.
