Neftalí Soto
Neftalí Soto Santiago is a farmer, attorney and former Secretary of Agriculture of Puerto Rico. Soto is from Lares, Puerto Rico who has served as Secretary of the Puerto Rico Department of Agriculture under two governors, Pedro Rosselló from 1993 to 1997 and Luis Fortuño from 2012 to 2013. During his most recent stint, he succeeded Javier Rivera Aquino, also a native of Lares, who served for over 3 years since 2009. As a farmer, Soto specialized in growing coffee. His traditional coffee hacienda in Lares became the base for the "Alto Grande" brand when he sold the property in 1990. Lares, Puerto Rico
Lares (, ) is a mountain town and municipality of Puerto Rico's central-western area. Lares is located north of Maricao and Yauco; south of Camuy, east of San Sebastián and Las Marias; and west of Hatillo, Utuado and Adjuntas. Lares is spread over 10 barrios and Lares Pueblo (Downtown Lares). It is part of the Aguadilla-Isabela-San Sebastián Metropolitan Statistical Area. Javier Rivera Aquino, an agronomist and farmer, and former Secretary of Agriculture of Puerto Rico, appointed by Governor Luis Fortuño and sworn in by Secretary of State Kenneth McClintock on January 2, 2009. The Puerto Rico Department of Agriculture is one of the few Cabinet-level government agencies explicitly created by the Constitution of Puerto Rico as the Department of "Agriculture and Commerce", most of the commerce at the time of its enactment being agriculture-based. Pedro Rosselló
Pedro Juan Rosselló González, (; born April 5, 1944) is a Puerto Rican physician and politician who served as the governor of Puerto Rico from 1993 to 2001. He was President of the New Progressive Party from 1991 to 1999 and 2003 to 2008, and served as Senator for the District of Arecibo from 2005 to 2008. His son, Ricardo was also Governor of Puerto Rico from 2017 to 2019. In 1988 Rosselló ran for Resident Commissioner of Puerto Rico, but lost to Jaime Fuster in the 1988 elections. From 1990 to 1991 he successfully challenged former Governor and then-NPP President Carlos Romero Barceló for the NPP's presidency. Luis Guillermo Fortuño Burset (born 31 October 1960) is a Puerto Rican politician who served as the governor of Puerto Rico, an unincorporated territory of the United States, from 2009 to 2013. Fortuño served as the first secretary of economic development and commerce of Puerto Rico (1994–1997), as the executive director of the Puerto Rico Tourism Company (1993–1994), and as the president of the Puerto Rico Hotel Development Corporation during the administration of Pedro Rosselló.
