NCTb
The National Coordinator for Security and Counterterrorism (Dutch ''Nationaal Coördinator Terrorismebestrijding en Veiligheid''), abbreviated as NCTV, is the principal Dutch counter-terrorism unit. It was established in January 2005 as the ''Nationaal Coördinator Terrorismebestrijding'' (NCTb); the unit was enlarged and renamed in October 2012. The NCTV is under the responsibility of the Minister of Justice and Security, Dilan Yeşilgöz-Zegerius, who in 2022 succeeded Ferdinand Grapperhaus. In charge of the safety of civil aviation and cybersecurity, it also analyses terrorism threats to determine the threat level (minimal, limited, substantial or critical) in the Netherlands. It therefore works closely with the General Intelligence and Security Service (AIVD) and Military Intelligence and Security Service (MIVD). Northwest Airlines Flight 253
The attempted bombing of Northwest Airlines Flight 253 occurred on December 25, 2009, aboard an Airbus A330 as it prepared to land at Detroit Metropolitan Airport following a transatlantic flight from Amsterdam. Attributed to the terrorist organization al-Qaeda in the Arabian Peninsula (AQAP), the act was undertaken by 23-year-old Nigerian national Umar Farouk Abdulmutallab using chemical explosives sewn to his underwear. These circumstances, including the date, led to Abdulmutallab being commonly nicknamed either the "Underwear bomber" or "Christmas day bomber" by American media outlets. The event was the second airliner bombing attempt in the United States in eight years, following the 2001 American Airlines Flight 63 bombing attempt. Hendrikus Wilhelmus Maria "Dick" Schoof is a Dutch civil servant. Currently in function of secretary-general at the Ministry of Justice and Security, per 1 March 2020. Career Schoof was born in the Dutch village of Santpoort. He studied urban and regional planning at the Radboud University Nijmegen from 1975 to 1982 and worked at the Association of Netherlands Municipalities. The Council of Ministers ( nl, Ministerraad) is the executive council of Dutch Government, formed by all the ministers including the deputy prime ministers. This executive council initiates laws and policy. The Council of Ministers is distinct from the cabinet which also includes state secretaries. State secretaries do not attend the Council of Ministers unless they are requested to do so and they do not have voting rights. The Council of Ministers meets every week on Friday in the Trêveszaal (English: Room of Treaties) of the Binnenhof. It makes decisions by means of collegiate governance. Terrorism
Terrorism, in its broadest sense, is the use of criminal violence to provoke a state of terror or fear, mostly with the intention to achieve political or religious aims.
