November 1886 Calgary Municipal Election
The November 1886 Calgary municipal election was held on November 3, 1886 to elect a Mayor and four Councillors to sit on the third Calgary Town Council from November 4, 1886 to January 16, 1888. The second Council was terminated by a special Territorial Ordinance effective October 21, 1886 following an order by local Stipendiary Magistrate Jeremiah Travis. Travis contended George Murdoch had tampered with the voters' list and a new council was appointed which failed to garner public support. Background Election Procedures Voting rights were provided to any male British subject over twenty-one years of age who are assessed on the last revised assessment roll with a minimum property value of $300. George Clift King
George Clift King (April 23, 1848 – July 18, 1935) was the second mayor of the town of Calgary, Alberta. Early life King was born in Chelmsford, England in 1848. At the age of 26, he left England for Canada, arriving in Toronto, Ontario, in 1874. North-West Mounted Police King joined the North-West Mounted Police and was part of the first contingent sent west to establish Fort Calgary in 1875. Constable King is often called ''Calgary's First Citizen'', since he was the first NWMP officer to cross the Bow River and set foot on the future site of Calgary. This title is also sometimes given to Sam Livingston, another Calgary pioneer who arrived in the Calgary area in 1874; however, Calgary's first European settler was John Glenn who settled at Fish Creek in 1873. James Reilly (Canadian Politician)
James Reilly (March 28, 1835 – July 9, 1909) was a Canadian businessman and politician. He was the sixth Mayor of Calgary, Alberta. Early life Reilly was born in 1835 in Napierville, Quebec to immigrant parents from Ireland. In Quebec he became an architect and builder before going to Winnipeg, Manitoba in 1882, then to Calgary in 1883. In Calgary he became actively involved with the local community. He played a key part in organizing a citizens group concerned about the location of the railway station that was built in Calgary. While proprietor of the Royal Hotel, he organized the first civic committee meeting on January 4, 1884. This was the first step leading to Calgary's municipal incorporation later that year. The multiple non-transferable vote (MNTV) is a group of voting system, in which voters elect several representatives at once, with each voter having more than one vote. MNTV uses multi-member electoral districts or only one district, which contains all voters, which is used to provide at-large representation. MNTV systems are not designed towards obtaining proportional representation; instead the usual result is that where the candidates divide into definitive parties (especially for example where those parties have party lines which are whipped) the most popular party in the district sees its full slate of candidates elected, resulting in a landslide. The exceptions to this are Limited Voting or Cumulative Voting, both of which are brought in on purpose to produce diverse representation—minority representation as well as representation of the largest group. Joseph Bannerman
Joseph McKay Bannerman, (March 12, 1850 – April 17, 1932) was a Scottish-born Canadian politician. He served on the Legislative Assembly of the Northwest Territories for East Calgary from 1894 to 1898. He was one of Calgary's first members of the legislature. Bannerman was born at Helmsdale, Scotland, the son of Thomas and Barbara (née McKay) Bannerman. He married Christina Sutherland (also Scottish), of Winnipeg in 1885; with her he had five children. After Christina's death in 1907, he remarried English-born Emma Northfield. After Emma's death in 1917, he married her sister, Ruth. Bannerman came to Alberta, settling in Edmonton in 1882, and Calgary the year after. With his brother, he was a flour and feed as well as liquor merchant. A Protestant, he also served at a time as a City of Calgary alderman in the 1880s. Arthur Edwin Shelton
Arthur Edwin Shelton (August 15, 1853 – February 1, 1937) was the third mayor of the town of Calgary, Alberta. Shelton came to Calgary around 1884 running a furniture business on Stephen Avenue. He served as town councillor during the mayoral tenure of George Clift King from 1886 to 1888. Shelton was elected mayor in the 1888 election and served from January 16, 1888, to January 21, 1889. During his term, the Langevin Bridge was completed and the city begun construction of the waterworks system. After his mayoral term, he returned to operate his furniture business. However, his name disappears from city directories in 1890. The Calgary Fire Department (CFD) provides fire services for the city of Calgary, Alberta. The department was created on 25 August 1885 as the Calgary Hook, Ladder and Bucket Corps.
