The Northern Mariana Islands did not participate in the November 8, 2016 general election for President of the United States, because it is a territory and not a state. However, the five non-incorporated territories that send delegates to the House of Representatives participated in the presidential primaries of both major parties. In the United States presidential primary, presidential primaries, voters expressed their preferences for the Democratic Party (United States), Democratic and Republican Party (United States), Republican parties' respective nominees for president. Registered members of each party only voted in their party's primary, while voters who were unaffiliated chose any one primary in which to vote. The caucuses for both parties were held in March 2016. Presidential primaries and caucuses of the Republican Party took place within all 50 U.S. states, the District of Columbia, and five U.S. territories between February 1 and June 7, 2016. These elections selected the 2,472 delegates that were sent to the Republican National Convention. Gregorio Sablan
Gregorio Kilili Camacho Sablan (born January 19, 1955) is a Northern Mariana Islander politician and former election commissioner. Elected in 2008, Sablan became the first delegate to the United States House of Representatives from the Commonwealth of the Northern Mariana Islands. Sablan is the only Chamorro member of Congress. Sablan has been a member of the Democratic Party throughout his life, but ran as an Independent for the delegate position, as the Democrats had nominated another candidate. He immediately changed his party affiliation in the House to Democratic in 2009, caucuses with Democrats and has remained an official party member during his tenure, but ran as an Independent in all of his reelection campaigns between 2010 and 2020.
