The Financial Secretary () is the title held by the Hong Kong government minister who is responsible for all economic and financial matters (“Department of Finance” per Article 60 of the Basic Law). The position is among the three most senior Principal Officials of the Government, second only to the Chief Secretary in the order of precedence (but not subordinate to the CS). Together with other secretaries, the Financial Secretary is accountable to the Legislative Council and the Chief Executive (the Governor before the 1997 transfer of sovereignty) for his actions in supervising the formulation and implementation of financial and economic policies. The position evolved out of the office of the Colonial Treasurer before 1940. The Financial Secretary is a member of the Executive Council, and gives advice to the Chief Executive in that capacity. Alfred Lister
Alfred Lister was the Registrar-General of Hong Kong and Colonial Treasurer of Hong Kong. During his post as acting Registrar General, he visited the I-ts'z during an inspection. He was shocked by the poor condition of the house, which created a public scandal. Governor Richard Graves MacDonnell instructed Lister and other officers to clear out the building and sent the inmates to the Government Civil Hospital. Lister’s observations and misinterpretation of the conventional role of the I-ts’z meant that the colonial government’s policy of non-intervention in Chinese affairs was no longer feasible. Thomas Sercombe Smith
Thomas Sercombe Smith (1858 – 31 March 1937) was a British civil servant and judge. He was the Colonial Treasurer of Hong Kong and Puisne Judge of Supreme Court of the Straits Settlements. Smith was born in Canton, China in 1858 to Rev. Smauel Joseph Smith of Chelmsford, Essex. He attended the Wesleyan College as a boarding pupil in 1871. He was appointed a Hong Kong cadet in 1882. He was called to the bar at the Middle Temple in November 1893 and served as acting Registrar-General in 1895. He was Police Magistrate in 1899 and 1907. He left Hong Kong in 1907. He was appointed Colonial Treasurer of Hong Kong from 1897 to 1898. He was acting Colonial Secretary of Hong Kong in 1898. In 1874 he was secretary to the Retrenchment Committee, and assisted the Attorney-General in the Taipingshan Arbitration.
