New York City's 39th City Council district is one of 51 districts in the New York City Council. It is currently represented by Democratic Party (United States), Democrat Shahana Hanif, who took office in 2022. Among the seat's prior occupants are former Mayor of New York City, Mayor Bill de Blasio and current New York City Comptroller, Comptroller Brad Lander. Cobble Hill is a neighborhood in the northwestern portion of the New York City borough of Brooklyn. A small neighborhood comprising 40 blocks, Jackson, Kenneth T., and Kasinitz, Philip. "Cobble Hill" in Cobble Hill sits adjacent to Brooklyn Heights to the north, Boerum Hill to the east, Carroll Gardens to the south, and the Columbia Street Waterfront District to the west. It is bounded by Atlantic Avenue (north), Court Street (east), Degraw Street (south) and the Brooklyn Queens Expressway (west). Other sources add to the neighborhood a rectangle bounded by Wyckoff Street on the north, Hoyt Street on the east, Degraw Street on the south, and Court Street on the west. The community boards of the New York City government are the appointed advisory groups of the community districts of the five boroughs. There are currently 59 community districts: twelve in the Bronx, eighteen in Brooklyn, twelve in Manhattan, fourteen in Queens, and three in Staten Island. They advise on land use and zoning, participate in the city budget process, and address service delivery in their district. Regarding land use they are only advisory and mostly serve as mobilizing institutions for communities opposed to specific projects. The City Charter also allows boards to submit their own plans for the development, growth, and improvement of their communities.
