A special committee () is a legislative committee in the National People's Congress (NPC), the national legislature of the People's Republic of China. Article 35 of the Organic Law of the National People's Congress specifies that the NPC shall create an Ethnic Affairs Committee, a Constitution and Law Committee (formerly just Law Committee), a Financial and Economic Affairs Committee, an Education, Science, Culture and Public Health Committee, a Foreign Affairs Committee, and an Overseas Chinese Affairs Committee, as well as any other special committees that it deems necessary. Mao Rubai (; born May 1938) is a Chinese politician who served as party secretary of Ningxia from 1997 to 2002 and chairman of Ningxia People's Congress from 1998 to 2002. Jiang Jufeng (; born 1948) is a Chinese politician. He served as the Governor of Sichuan from 2007 to 2013. Jiang was born in 1948 in Zhuji, Zhejiang Province. Meng Wei (; born September 1956) is a former Chinese politician and environmentalist who served as president of the Chinese Research Academy of Environmental Sciences from 2001 to 2016.
