Moray (Scottish Parliament Constituency)
Moray ( ; sco, Moray; gd, Moireibh or ') is a constituency of the Scottish Parliament ( Holyrood) covering most of the council area of Moray. It elects one Member of the Scottish Parliament (MSP) by the first past the post method of election. It is also one of eight constituencies within the Highlands and Islands electoral region, which elects seven additional members, in addition to the eight constituency MSPs, to produce a form of proportional representation for the region as a whole. The seat has been held since 2006 by Richard Lochhead of the Scottish National Party. Lochhead won the seat in a by-election held following death of the previous incumbent, Margaret Ewing of the SNP, from breast cancer. Scottish Parliament
The Scottish Parliament ( gd, Pàrlamaid na h-Alba ; sco, Scots Pairlament) is the devolved, unicameral legislature of Scotland. Located in the Holyrood area of the capital city, Edinburgh, it is frequently referred to by the metonym Holyrood. The Parliament is a democratically elected body comprising 129 members known as Members of the Scottish Parliament (MSPs), elected for five-year terms under the additional member system: 73 MSPs represent individual geographical constituencies elected by the plurality (first-past-the-post) system, while a further 56 are returned as list members from eight additional member regions. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. "Proportional" electoral systems mean proportional to ''vote share'' and ''not'' proportional to population size. Highland ( gd, A' Ghàidhealtachd, ; sco, Hieland) is a council area in the Scottish Highlands and is the largest local government area in the United Kingdom. It was the 7th most populous council area in Scotland at the 2011 census. It shares borders with the council areas of Aberdeenshire, Argyll and Bute, Moray and Perth and Kinross. Their councils, and those of Angus and Stirling, also have areas of the Scottish Highlands within their administrative boundaries. The Highland area covers most of the mainland and inner-Hebridean parts of the historic counties of Inverness-shire and Ross and Cromarty, all of Caithness, Nairnshire and Sutherland and small parts of Argyll and Moray. Argyll and Bute ( sco, Argyll an Buit; gd, Earra-Ghàidheal agus Bòd, ) is one of 32 unitary authority council areas in Scotland and a lieutenancy area. The current lord-lieutenant for Argyll and Bute is Jane Margaret MacLeod (14 July 2020). The administrative centre for the council area is in Lochgilphead at Kilmory Castle, a 19th-century Gothic Revival building and estate.
