The Ministry of Planning is a ministry of the Government of Maharashtra. It is responsible for preparing annual plans for the development of Maharashtra state. The Government of Maharashtra is the state governing authority for the state of Maharashtra, India. It is a democratically elected government with 288 MLAs elected to the Vidhan Sabha for a five-year term. Maharashtra has a Maharashtra Legislature which consists of two Houses, the Vidhan Sabha (Legislative Assembly) and the Vidhan Parishad (Legislative Council). As is the case in a parliamentary system, the government is formed by the party, alliance or group of assembly members who command the majority in the Lower House. The Lower House majority leader becomes the Chief Minister and selects the cabinet members from both Houses. In case an unelected person becomes the Chief Minister, they must be elected to either House within the following six months. First Shankarrao Chavan Ministry
Shankarrao Chavan was appointed as Chief Minister of Maharashtra for the first time on 21 February 1975, replacing Vasantrao Naik. His first ministry lasted till 16 April 1977, and was succeeded by Vasantdada Patil's ministry. Government formation After Congress securing a supermajority in 1972 legislative elections, the incumbent chief minister Vasantrao Naik had continued in his office. After 11 years as head of government, Naik resigned in 1975. Chavan, MLA from Bhokar was minister of irrigation and power in Naik's cabinet, and was selected to succeed Naik. Following 1972 Maharashtra Legislative Assembly election, incumbent chief minister Vasantrao Naik was re-appointed, and he formed his third government on 14 March 1972. This was to be Naik's last government which served until 20 February 1975. Government formation In the 1972 legislative elections, Indian National Congress secured 222 of the state's 278 assembly seats, leading to the incumbent chief minister being re-appointed. Shankarrao Bhavrao Chavan (14 July 1920 – 26 February 2004) was an Indian politician who served twice as Chief Minister of Maharashtra from 1975 until 1977 and from 13 March 1986 until 26 June 1988. He was Finance Minister of India from 1988 to 1989 and served as Home Minister of India in the P. V. Narasimha Rao cabinet from 21 June 1991 to 16 May 1996. He served as Home Minister of India in the Rajiv Gandhi cabinet 31 December 1984 to 12 March 1986. Early life and family Chavan completed his Bachelor of Arts from Madras University and LL.B. from Osmania University. He started his career as an advocate. He initiated the Student's Movement and gave up practice of law during the 'Quit Court' Movement in the former Hyderabad State. Vasantrao Phulsing Naik (1 July 1913 – 18 August 1979) was an Indian politician who served as Chief Minister of Maharashtra from 1963 until 1975. To this date, he remains as the longest-serving Chief Minister of Maharashtra. Also, he had a credit to return to power after completion of full five years. Yashwantrao Chavan
Yashwantrao Balwantrao Chavan (Marathi pronunciation: əʃʋənt̪ɾaːʋ t͡səʋʱaːɳ 12 March 1913 – 25 November 1984) was an Indian politician. He served as the last Chief Minister of Bombay State and the first of Maharashtra after latter was created by the division of Bombay state. His last significant ministerial post was as the Deputy Prime Minister of India in the short lived Charan Singh government in 1979. He was a strong Congress leader, co-operative leader, social activist and writer. He was popularly known as ''Leader of Common People''.
