The Ministry of Foreign Affairs ( lo, ກະຊວງການຕ່າງປະເທດ, french: Ministère des affaires étrangères) is the government ministry responsible for representing Laos to the international community. The ministry oversees the foreign relations of Laos, maintains diplomatic missions in other countries, and provides visa services. the Minister of Foreign Affairs was Saleumxay Kommasith. Emblem Of Laos
The National Emblem of the Lao People's Democratic Republic shows the national shrine Pha That Luang. A dam is pictured, which is a symbol of power generation at the reservoir Nam Ngum. An asphalt street is also pictured, as well as a stylized watered field. In the lower part is a section of a gear wheel. The inscription on the left reads "Peace, Independence, Democracy" ( Lao script: ສັນຕິພາບ ເອກະລາດ ປະຊາທິປະໄຕ) and on the right, "Unity and Prosperity" ( Lao script: ເອກະພາບ ວັດຖະນາຖາວອນ.) History The coat of arms was changed in August 1991 in relation to the fall of the Soviet Union. The Communist red star and hammer and sickle were replaced with the national shrine at Pha That Luang. Kingdom Of Laos
The Kingdom of Laos was a landlocked country in Southeast Asia at the heart of the Indochinese Peninsula. It was bordered by Burma and China to the northwest, North Vietnam to the east, Cambodia to the southeast, and Thailand to the west and southwest. The country was governed as a constitutional monarchy that ruled Laos beginning with its independence on 9 November 1953. It survived until December 1975, when its last king, Sisavang Vatthana, surrendered the throne to the Pathet Lao during the civil war in Laos, who abolished the monarchy in favour of a Marxist–Leninist state called the Lao People's Democratic Republic, which has controlled Laos ever since. Given self-rule with the new Constitution in 1947 as part of the French Union and a federation with the rest of French Indochina, the 1953 Franco-Lao Treaty finally established a sovereign, independent Laos, but did not stipulate who would rule the country. Phoun Sipaseuth ( lo, ພູນ ສີປະເສີດ; 16 February 1920 – 8 December 1994) was a Laotian politician and member of the Lao People's Revolutionary Party (LPRP). He served as Deputy Chairman of the Council of Ministers and Ministers of Foreign Affairs during the 1980s. Phoumi Vongvichit
Phoumi Vongvichit ( lo, ພູມີ ວົງວິຈິດ; 6 April 1909 – 7 January 1994) was a leading figure of the Pathet Lao and an elder statesman of the Lao People's Democratic Republic. He was born April 6, 1909 in Xieng Khouang, the son of a civil servant. He was educated in the Lao capital Vientiane, after which he joined the colonial civil service. After postings in Vientiane, Luang Prabang and Xieng Khouang, he was promoted to district chief ("chao muang") and served in Xieng Khouang (1939) and Vientiane (1940 - 1945). In January 1945 he was appointed governor ("chao khoueng") of Houaphan where he remained until the Japanese surrender in August 1945. The following month, Phoumi cooperated with Free French forces when they briefly seized the town of Sam Neua, but subsequently he joined the anti-colonialist Lao Issara movement and worked closely with the Viet Minh to oppose the return of French authority in Indochina. Quinim Pholsena (18 November 1915 – 1 April 1963) was a leftist minister and the Foreign Minister of the Kingdom of Laos from 1962 to 1963, under Prime Minister Souvanna Phouma. Early life Pholsena was born 18 November 1915, Pakse, Champasak to a Chinese merchant father and a Laotian mother. As a teenager Pholsena lived in the household of Souvanna Phouma and was accepted as the adopted son of their household. With the backing of Prince Souvanna, Pholsena served various high-level administrative ranks in the government, notably as the district officer of Pakse from 1949 to 1952 and then as the governor of Xam Neua. Souvanna Phouma
Prince Souvanna Phouma (; 7 October 1901 – 10 January 1984) was the leader of the neutralist faction and Prime Minister of the Kingdom of Laos several times (1951–1954, 1956–1958, 1960, and 1962–1975). Early life Souvanna Phouma was the son of Bounkhong, the last vice-king of Luang Prabang and a nephew of King Sisavang Vong of Laos, given a French education in Hanoi, Paris and Grenoble, where he obtained his degree in architecture and engineering. He returned to his homeland in 1931, married Aline Claire Allard, the daughter of a French father and a Lao mother, and entered the Public Works Service of French Indochina.
