Minister Without Portfolio (Netherlands)
In the Netherlands the Ministers without portfolio ( nl, Ministers zonder portefeuille) are Dutch ministers that does not head a specific ministry, but assumes the same power and responsibilities as a minister that does. The minister is responsible for a specific part of another minister's policy field. In that sense, a minister without portfolio is comparable to a State Secretary ''(staatssecretaris)'' a junior minister in Dutch politics, who also falls under another ministry and is responsible for a specific part of that minister's policy field. However, one distinct difference is that a minister without portfolio is a member of the Council of Ministers and can vote in it, whereas a state secretary is not. The minister for development cooperation has always been a minister without portfolio. An independent or non-partisan politician is a politician not affiliated with any political party or bureaucratic association. There are numerous reasons why someone may stand for office as an independent. First Beel Cabinet
The First Beel cabinet was the executive branch of the Dutch Government from 3 July 1946 until 7 August 1948. The cabinet was formed by the christian-democratic Catholic People's Party (KVP) and the social-democratic Labour Party (PvdA) after the election of 1946. The cabinet was a centre-left grand coalition and had a substantial majority in the House of Representatives with prominent Catholic politician Louis Beel serving as Prime Minister and dual served as Minister of the Interior continuing from the previous cabinet. Eelco Van Kleffens
Eelco Nicolaas van Kleffens (17 November 1894 – 17 June 1983) was a Dutch politician and diplomat. Biography Eelco van Kleffens descended from an old Frisian family of public servants. He was the son of Henricus Cato and Jeannette Frésine (Veenhoven) van Kleffens. His younger brother Adrianus van Kleffens would later become a judge at the European Court of Justice. He married Margaret Helen Horstmann on 4 April 1935. After receiving a Doctor of Laws degree from Leiden University, van Kleffens worked in the Secretariat of the League of Nations. He became secretary to the Directorate of Royal Dutch Petroleum Co. in 1920. He was appointed Assistant Director of the Legal Section of the Netherlands Ministry of Foreign Affairs in 1922 and of the Diplomatic Section in 1927, becoming Director of the latter in 1929. Jan Herman van Roijen (10 April 1905 – 16 March 1991) was a Dutch diplomat and politician. He was Dutch foreign minister in 1946. Early life Van Roijen was born in Constantinople on 10 April 1905. He was the son of Jan Herman van Roijen Sr (1871–1933) and the American-born Albertina Taylor Winthrop (1871–1934), who married in May 1904. When he was born, his father was a diplomat in Constantinople. The Third Gerbrandy cabinet, also called the Fourth London cabinet, was the Dutch government-in-exile from 23 February 1945 until 25 June 1945. Pangeran Adipati Soejono (Tulungagung, Dutch East Indies, March 31, 1886 – London, United Kingdom, January 5, 1943) was a Dutch politician and the only Indonesian minister who has ever taken part in a meeting of the Dutch cabinet, and was the first Muslim to serve in a ministerial capacity in the Netherlands.
