The Ministry of Justice and Human Rights of the Democratic Republic of Congo (Congo-Kinshasa) has the following duties: * Administration of justice * Exercise of the regulatory power * Control of Judicial Activities * General supervision of judicial personnel * Keeping seals and monitoring institutional reforms *Overseeing the prison system's operations The ministry exercises the rights conferred by the Code of Organization and Judicial Jurisdiction, Law on the Status of Magistrates, and the Penal and Civil Procedure Codes. Kinshasa (; ; ln, Kinsásá), formerly Léopoldville ( nl, Leopoldstad), is the capital and largest city of the Democratic Republic of the Congo. Nicolas Abel Bayona Ba Meya or Bayona Ba Meya Muna Kimvimba (25 November 1938 – 26 August 1998) was a Congolese jurist who served as First President of the Supreme Court of Justice of Zaire from 1975 until 1983. Biography Nicolas Bayona Ba Meya was born as Nicolas Bayonne on 25 November 1938 in Voka, Bas-Congo, Belgian Congo. He studied humanities at a minor seminary in Kibula at the College Notre-Dame de Mbanza-Mboma from 1952 until 1960. He earned a law degree from Lovanium University four years later. On 23 July 1966 Bayona was appointed to serve as a judge for the Court of Appeal of Lubumbashi. On 14 August 1968 he was removed from his post and appointed to the Supreme Court of Justice. In 1969 he earned his doctorate in law from Lovanium. Alexis Thambwe Mwamba (born May 6, 1943) is a Congolese politician who has assumed various political roles and offices since the early 1980s going from Minister of Public Works, Minister of State Portfolio, Minister of Transportation, Minister of Planning, Minister of Foreign Affairs and recently in December 2014, he was appointed Minister of Justice of the Democratic Republic of the Congo. Emmanuel-Janvier Luzolo Bambi Lessa (born 31 January 1958) is a politician in the Democratic Republic of the Congo. He was appointed Minister of Justice in the Muzito cabinet in October 2008. Birth and education Luzolo was born on 31 January 1955 at Lisala. His parents were from the Bas-Congo Province.
