Military Extraterritorial Jurisdiction Act Of 2000
The Military Extraterritorial Jurisdiction Act () (MEJA) is a law intended to place military contractors under U.S. law. The law was used to prosecute former Marine Corps Sgt. Jose Luis Nazario, Jr. for the killing of unarmed Iraqi detainees, though he was ultimately acquitted. Overview MEJA was a bill passed in 2000 that allowed persons who are "employed by or accompanying the armed forces" overseas may be prosecuted under the Military Extraterritorial Jurisdiction Act of 2000 for any offense that would be punishable by imprisonment for more than one year if committed within the special maritime and territorial jurisdiction of the United States. "Employed by the armed forces" is defined to include civilian employees of the Department of Defense (DoD) as well as its contractors and their employees (including subcontractors at any tier), and, after October 8, 2004, civilian contractors and employees from other federal agencies and "any provisional authority," to the extent that ...

Extraterritorial Jurisdiction
Extraterritorial jurisdiction (ETJ) is the legal ability of a government to exercise authority beyond its normal boundaries. Any authority can claim ETJ over any external territory they wish. However, for the claim to be effective in the external territory (except by the exercise of force), it must be agreed either with the legal authority in the external territory, or with a legal authority that covers both territories. When unqualified, ETJ usually refers to such an agreed jurisdiction, or it will be called something like "claimed ETJ". The phrase may also refer to a country's laws extending beyond its boundaries in the sense that they may authorise the courts of that country to enforce their jurisdiction against parties appearing before them in with respect to acts they allegedly engaged in outside that country. This does not depend on the co-operation of other countries, since the affected people are within the relevant country (or at least, in a case involving a person being ...

Private Military Contractors
A private military company (PMC) or private military and security company (PMSC) is a private company providing armed combat or security services for financial gain. PMCs refer to their personnel as "security contractors" or "private military contractors"; they are also referred to by academics and the press as mercenaries. The services and expertise offered by PMCs are typically similar to those of governmental security, military, or police forces but most often on a smaller scale. PMCs often provide services to train or supplement official armed forces in service of governments, but they can also be employed by private companies to provide bodyguards for key staff or protection of company premises, especially in hostile territories. However, contractors that use armed force in a warzone may be considered unlawful combatants in reference to a concept that is outlined in the Geneva Conventions and explicitly stated by the 2006 American Military Commissions Act. The services ...

Aaron Langston
According to Abrahamic religions, Aaron ''′aharon'', ar, هارون, Hārūn, Greek (Septuagint): Ἀαρών; often called Aaron the priest ()., group="note" ( or ; ''’Ahărōn'') was a prophet, a high priest, and the elder brother of Moses. Knowledge of Aaron, along with his brother Moses, exclusively comes from religious texts, such as the Hebrew Bible, Bible and the Quran. The Hebrew Bible relates that, unlike Moses, who grew up in the Egyptian royal court, Aaron and his elder sister Miriam remained with their kinsmen in the eastern border-land of Egypt ( Goshen). When Moses first confronted the Egyptian king about the enslavement of the Israelites, Aaron served as his brother's spokesman ("prophet") to the Pharaoh (). Part of the Law given to Moses at Sinai granted Aaron the priesthood for himself and his male descendants, and he became the first High Priest of the Israelites. Aaron died before the Israelites crossed the Jordan river. According to the Book of Numb ...

Grand Jury
A grand jury is a jury—a group of citizens—empowered by law to conduct legal proceedings, investigate potential criminal conduct, and determine whether criminal charges should be brought. A grand jury may subpoena physical evidence or a person to testify. A grand jury is separate from the courts, which do not preside over its functioning. Originating in England during the Middle Ages, grand juries are only retained in two countries, the United States and Liberia. Other common law jurisdictions formerly employed them, and most others now employ a different procedure that does not involve a jury: a preliminary hearing. Grand juries perform both accusatory and investigatory functions. The investigatory functions of grand juries include obtaining and reviewing documents and other evidence, and hearing sworn testimonies of witnesses who appear before it; the accusatory function determines whether there is probable cause to believe that one or more persons committed a particula ...

Nissour Square Massacre
The Nisour Square massacre occurred on September 16, 2007, when employees of Blackwater Security Consulting (now Constellis), a private military company contracted by the US government to provide security services in Iraq, shot at Iraqi civilians, killing 17 and injuring 20 in Nisour Square, Baghdad, while escorting a U.S. embassy convoy. The killings outraged Iraqis and strained relations between Iraq and the United States. In 2014, four Blackwater employees were tried and convicted in U.S. federal court; one of murder, and the other three of manslaughter and firearms charges; all four convicted were pardoned by President Donald Trump in December 2020. Blackwater guards claimed that the convoy was ambushed and that they fired at the attackers in defense of the convoy. The Iraqi government and Iraqi police investigator Faris Saadi Abdul stated that the killings were unprovoked. The next day, Blackwater Worldwide's license to operate in Iraq was temporarily revoked. The U.S. S ...
