Military Extraterritorial Jurisdiction Act
The Military Extraterritorial Jurisdiction Act () (MEJA) is a law intended to place military contractors under U.S. law. The law was used to prosecute former Marine Corps Sgt. Jose Luis Nazario, Jr. for the killing of unarmed Iraqi detainees, though he was ultimately acquitted. Overview MEJA was a bill passed in 2000 that allowed persons who are "employed by or accompanying the armed forces" overseas may be prosecuted under the Military Extraterritorial Jurisdiction Act of 2000 for any offense that would be punishable by imprisonment for more than one year if committed within the special maritime and territorial jurisdiction of the United States. Extraterritorial Jurisdiction
Extraterritorial jurisdiction (ETJ) is the legal ability of a government to exercise authority beyond its normal boundaries. Any authority can claim ETJ over any external territory they wish. However, for the claim to be effective in the external territory (except by the exercise of force), it must be agreed either with the legal authority in the external territory, or with a legal authority that covers both territories. When unqualified, ETJ usually refers to such an agreed jurisdiction, or it will be called something like "claimed ETJ". The phrase may also refer to a country's laws extending beyond its boundaries in the sense that they may authorise the courts of that country to enforce their jurisdiction against parties appearing before them in with respect to acts they allegedly engaged in outside that country. Sigal Pearl Mandelker (born 1971) is an American lawyer and former government official who served as Under Secretary of the Treasury for Terrorism and Financial Intelligence from 2017 to 2019. Incirlik Air Base ( tr, İncirlik Hava Üssü) is a Turkish air base of slightly more than 3320 ac (1335 ha), located in the İncirlik quarter of the city of Adana, Turkey. The base is within an urban area of 1.7 million people, east of the city core, and inland from the Mediterranean Sea. The Mahmudiyah rape and killings were war crimes involving the gang-rape and murder of 14-year-old Iraqi people, Iraqi girl Abeer Qassim Hamza al-Janabi and the murder of her family by United States Army soldiers on March 12, 2006. Nissour Square Massacre
The Nisour Square massacre occurred on September 16, 2007, when employees of Blackwater Security Consulting (now Constellis), a private military company contracted by the US government to provide security services in Iraq, shot at Iraqi civilians, killing 17 and injuring 20 in Nisour Square, Baghdad, while escorting a U.S. embassy convoy. The killings outraged Iraqis and strained relations between Iraq and the United States. In 2014, four Blackwater employees were tried and convicted in U.S. federal court; one of murder, and the other three of manslaughter and firearms charges; all four convicted were pardoned by President Donald Trump in December 2020.
