The Mid and West Wales Fire and Rescue Service ( cy, Gwasanaeth Tân ac Achub Canolbarth a Gorllewin Cymru) is the fire and rescue service covering the Welsh principal areas of Carmarthenshire, Ceredigion, Neath Port Talbot, Pembrokeshire, Powys and Swansea. The Local Government (Wales) Act 1994 (c. 19) is an Act of the Parliament of the United Kingdom which amended the Local Government Act 1972 to create the current local government structure in Wales of 22 unitary authority areas, referred to as principal areas in the Act, and abolished the previous two-tier structure of counties and districts. It came into effect on 1 April 1996. Background In June 1991, the Secretary of State for Wales, David Hunt, published a consultation paper on reform of local government in Wales. In England and Wales a fire authority or fire and rescue authority is a statutory body made up of a committee of local councillors which oversees the policy and service delivery of a fire and rescue service. Prior to the Fire Services Act 2004 many fire and rescue authorities were known as fire and civil defence authorities; this designation is no longer used. A combined fire authority (CFA) is one created by a statutory instrument to cover more than one local authority area. South Wales Police ( cy, Heddlu De Cymru) is one of the four territorial police forces in Wales. It is headquartered in Bridgend. The force was formed as South Wales Constabulary on 1 June 1969, by the amalgamation of the former Glamorgan Constabulary, Cardiff City Police, Swansea Borough Police and Merthyr Tydfil Borough Police. SWFRS was created in 1996 by the Local Government (Wales) Act 1994, which reformed Welsh local government. It was created by a merger of the previous fire brigades of Mid Glamorgan, South Glamorgan and Gwent. It covers an area of around with a population of around 1.5million. The fire authority which runs the service is a joint-board made up of councillors from the ten local authorities covered by the service.
