Michael O'Higgins (economist)
Michael O'Higgins is an Irish economist. Since 2012 he has been Chair of the NHS Confederation. He was the chairman of The Pensions Regulator until 2013 and was chair of the Audit Commission (United Kingdom), Audit Commission from 2006 to 2012. He is also a non-executive director of HM Treasury and chair of the Treasury Group Audit Committee. Previously, he was a non-executive director of Oxford Medical Diagnostics plc. He was also a managing partner with PA Consulting, leading its Government and IT Consulting Groups. He was formerly a partner at Price Waterhouse, and worked at the Organisation for Economic Co-operation and Development in Paris. He has held academic posts at the University of Bath, the London School of Economics, Harvard University and the Australian National University. NHS Confederation
The NHS Confederation, formerly the National Association of Health Authorities and Trusts, is a membership body for organisations that commission and provide National Health Service services founded in 1990. The predecessor organisation was called the National Association of Health Authorities in England and Wales. It has offices in England, Wales (The Welsh NHS Confederation) and Northern Ireland (the Northern Ireland Confederation for Health and Social Care). Pensions Regulator
The Pensions Regulator (TPR) is a non-departmental public body which regulates work-based pension schemes in the United Kingdom. Created under the Pensions Act 2004, the regulator replaced the Occupational Pensions Regulatory Authority (OPRA) from 6 April 2005 and has wider powers and a new proactive and risk-based approach to regulation. The Occupational Pensions Regulatory Authority was established by the Pensions Act 1995 and came into full operation on 6 April 1997. It replaced the Occupational Pensions Board as the regulator of occupational pensions in the UK. Audit Commission (United Kingdom)
The Audit Commission was a statutory corporation in the United Kingdom. The commission's primary objective was to appoint auditors to a range of local public bodies in England, set the standards for auditors and oversee their work. The commission closed on 31 March 2015, with its functions being transferred to the voluntary, not-for-profit or private sector. On 13 August 2010, it was leaked to the media, ahead of an official announcement, that the commission was to be scrapped. In 2009-10 the commission cost the central government £28 million to run, with the remainder of its income coming from audit fees charged to local public bodies.
