Michael F. Flaherty, Sr.
Michael F. Flaherty Sr. (born September 6, 1936) is a former member of the Massachusetts House of Representatives and former associate justice of the Boston Municipal Court. A South Boston Democrat, he represented the 4th Suffolk district from 1967 to 1991. He was appointed to the Boston Municipal Court by Governor Jane M. Swift in July 2001, and retired in 2006. The Massachusetts General Court (formally styled the General Court of Massachusetts) is the state legislature of the Commonwealth of Massachusetts. The name "General Court" is a hold-over from the earliest days of the Massachusetts Bay Colony, when the colonial assembly, in addition to making laws, sat as a judicial court of appeals. Before the adoption of the state constitution in 1780, it was called the ''Great and General Court'', but the official title was shortened by John Adams, author of the state constitution. It is a bicameral body. The upper house is the Massachusetts Senate which is composed of 40 members. The lower body, the Massachusetts House of Representatives, has 160 members. The Boston City Council is the legislative branch of government for the city of Boston, Massachusetts. It is made up of 13 members: 9 district representatives and 4 at-large members. Councillors are elected to two-year terms and there is no limit on the number of terms an individual can serve. Boston uses a strong-mayor form of government in which the city council acts as a check against the power of the executive branch, the mayor.
