The Miami Fire-Rescue Department, also referred to as the City of Miami Department of Fire-Rescue, provides fire protection and emergency medical services for the city of Miami, Florida. The department is notable for being the first in the nation to equip all apparatus with two-way radios as well as being the first to use fog nozzles. History The Miami Fire-Rescue Department was formally created on July 17, 1898 when five men gathered in a Miami bar to remedy, what they saw as, the outrageous cost of fire insurance in the city. At the time, the premiums in Miami were the highest in the nation, with annual rates at eight percent of a structure's value. This was largely due to the fact that the city, constructed of all wood, had no fire service. Military anti-shock trousers (MAST), or pneumatic anti-shock garments (PASG), are medical devices used to treat severe blood loss. The device is usually applied to the patient's pelvis, abdomen, and lower parts of the body and is composed of man-made inflatable air bladders. The device is designed to transfer blood away from the above described body parts and into the upper body by applying pressure. There is significant controversy over the use of MAST. Initial studies in the 1970s suggested that the application of MAST auto-transfused up to 20 percent of the patient's blood to the upper body. However, by using human and dog models, subsequent studies in the 1980s disputed the claim, showing that lower than 5 percent of the blood was actually auto-transfused with the device. A FEMA Urban Search and Rescue Task Force (US&R Task Force) is a team of individuals specializing in urban search and rescue, disaster recovery, and emergency triage and medicine. The teams are deployed to emergency and disaster sites within six hours of notification. The Federal Emergency Management Agency (FEMA) created the Task Force concept to provide support for large scale disasters in the United States.
