Meyer V. Grant
''Meyer v. Grant'', 486 U.S. 414 (1988), was an important decision by the United States Supreme Court on paid petition circulation. Colorado was one of several states with a process for citizens to propose initiatives for the ballot, which if passed became law. One of the requirements was to get the signatures of a significant number of registered Colorado electors. Colorado prohibited initiative sponsors from paying for the circulation of these petitions. The state argued this was necessary to "protect ..the integrity of the initiative." In 1984, Coloradans for Free Enterprise, an interest group, proposed an initiative to deregulate the motor industry by removing it from the jurisdiction of the Public Utilities Commission. William Edward Doyle (February 5, 1911 – May 2, 1986) was a United States circuit judge of the United States Court of Appeals for the Tenth Circuit and previously was a United States district judge of the United States District Court for the District of Colorado and a justice of the Colorado Supreme Court. Education and career He was born in Denver, Colorado and attended West High School, where he was an All City football player. He received a Bachelor of Laws from George Washington University Law School in 1937 and an Artium Baccalaureus degree from the University of Colorado Boulder in 1940. He served as deputy district attorney of Denver from 1938 to 1941, before entering private practice in Denver from 1941 to 1943. He was in the United States Army from 1943 to 1945. L. Duane Woodard (born January 12, 1938) is an American politician who served as the Attorney General of Colorado from 1983 to 1991. He previously served in the Colorado Senate from the 29th district from 1977 to 1980. Early life and career L. Duane Woodard was born in Kansas City, Missouri on January 12, 1938. A military brat, he was raised in Greeley, Colorado, Cheyenne, Wyoming, and Casper, Wyoming. Woodard joined the United States Marine Corps serving in Japan and the Philippines. He was honorably discharged in 1959. He then attended the University of Wyoming and the University of Oklahoma College of Law. After his studies, he took a position at the Sinclair Oil Corporation.
