Mercuri Method
The Mercuri method is the most popular and notable form of a voter verified paper audit trail (VVPAT). It is a modification to direct-recording electronic (DRE) voting machines to provide a physical paper audit record that may be used to verify an electronic vote count. Because electronic voting machines record votes internally, in computer software, vote fraud may be difficult to detect. Reconciling the electronic vote count with the physical vote count in all, or a random sampling of, machines allows poll-workers to screen for fraud. An election using this method would benefit from the efficiency of the DRE machines with the confidence instilled by a physical record. The method works by displaying a paper vote record under glass or clear plastic after a voter indicates their choices. A VVPAT is intended as an independent verification system for voting machines designed to allow voters to verify that their vote was cast correctly, to detect possible election fraud or malfunction, and to provide a means to audit the stored electronic results. DRE Voting Machine
A DRE voting machine, or direct-recording electronic voting machine, records votes by means of a ballot display provided with mechanical or electro-optical components that can be activated by the voter. These are typically buttons or a touchscreen; and they process data using a computer program to record voting data and ballot images in memory components. After the election, it produces a tabulation of the voting data stored in a removable memory component and as printed copy. The system may also provide a means for transmitting individual ballots or vote totals to a central location for consolidating and reporting results from precincts at the central location. Electoral fraud, sometimes referred to as election manipulation, voter fraud or vote rigging, involves illegal interference with the process of an election, either by increasing the vote share of a favored candidate, depressing the vote share of rival candidates, or both. Rebecca Mercuri
Rebecca Mercuri is a computer scientist specializing in computer security and computer forensics. She is considered a leading expert on electronic voting systems. Education Mercuri earned her Ph.D. from the University of Pennsylvania in 2000 after defending her thesis on electronic voting. She was a fellow at the Belfer Center for Science and International Affairs at the John F. Kennedy School of Government. From 2004–2005, she was a computer science fellow at Harvard University's Radcliffe Institute for Advanced Study, focusing on transparency and trust in computational systems. Career In 1981, Mercuri founded the computer security and forensics consulting company Notable Software, where she continues to work.
