This is a list of members of the Western Australian Legislative Council between 22 May 2001 and 21 May 2005: Notes : North Metropolitan Liberal MLC Alan Cadby resigned to sit as an independent on 2 June 2004, after losing Liberal pre-selection to recontest his seat at the 2005 election. : South West MLC Paddy Embry was elected as a One Nation member, but resigned from the party on 15 May 2003 and sat as an independent. He later co-founded the New Country Party, and represented them in the Council towards the end of his term. : The two remaining One Nation members, John Fischer and Frank Hough, resigned from the party on 1 June 2004 and began serving as independents. Western Australian Legislative Council
The Western Australian Legislative Council is the upper house of the Parliament of Western Australia, a state of Australia. It is regarded as a house of review for legislation passed by the Legislative Assembly, the lower house. The two Houses of Parliament sit in Parliament House in the state capital, Perth. Effective on 20 May 2005, for the election of members of the Legislative Council, the State was divided into 6 electoral regions by community of interest —3 metropolitan and 3 rural—each electing 6 members to the Legislative Council.. The 2005 changes continued to maintain the previous malapportionment in favour of rural regions. Legislation was passed in 2021 to abolish these regions and increase the size of the council to 37 seats, all of which will be elected by the state-at-large. Kate Doust
Catherine Esther Doust (born 27 May 1962) is an Australian politician who has been a Labor Party member of the Legislative Council of Western Australia since 2001, representing South Metropolitan Region. She was President of the Legislative Council from 2017 to 2021, the first woman to hold the position. Early life Doust was born in Kalgoorlie and attended the University of Western Australia, graduating with a Bachelor of Arts degree. Ray Halligan
Raymond James Halligan (born 23 August 1939) was a Western Australian politician, who served in the Western Australian legislative Council from 1997 to 2009. Halligan was born in Sydney in 1939. He attended Woy Woy High School, in the New South Wales Central Coast town of Woy Woy. In 1968, Halligan was awarded his Accountancy Certificate, and began to practice as an accountant. Working in Papua New Guinea for a time, Ray was employed with the Papua New Guinea Development Bank, as well as private companies in the country. For a time he was Chief Accountant for the Nauru Phosphate Corporation. Halligan is a member of the National Institute of Accountants. Halligan was elected to the Western Australian Legislative Council in 1997 for the Liberal Party, as the member for the North Metropolitan Region. Nick Griffiths
Nicholas (Nick) David Griffiths (born 24 December 1951) is an Australian politician. He was a member of the Western Australian Legislative Council representing the East Metropolitan Region. Griffiths was born in Barry, Wales. Elected to Parliament in the 1993 state election and subsequently re-elected in the 1996, 2001 and 2005 state elections, he is a member of the Labor Party. The Griffiths family emigrated to Western Australia in 1958. Graham Giffard
Graham Thomas Giffard (born 21 February 1959) is an Australian politician. He was a Labor member of the Western Australian Legislative Council from 2000 to 2008, representing the North Metropolitan Region. Born in Camberwell, Victoria, Giffard moved to Western Australia in 1981 and joined the Labor Party in 1986. For two years he worked for the member for Fremantle, John Dawkins and then another two years for secretary of the Cabinet, Bill Thomas. For the following eight years Giffard worked for the Builders Labourers Federation. He was first elected to Parliament in February 2000 on a countback for the South Metropolitan Region after the resignation of John Halden, and subsequently re-elected to the North Metropolitan Region in the 2001 and 2005 state elections he is a member of the Labor Party. Electoral Region Of East Metropolitan
The East Metropolitan Region is a multi-member electoral region of the Western Australian Legislative Council, located in the eastern and south-eastern suburbs of Perth. It was created by the ''Acts Amendment (Electoral Reform) Act 1987'', and became effective on 22 May 1989 with five members who had been elected at the 1989 state election three months earlier. At the 2008 election, it was increased to six members. Geography The Region is made up of several complete Legislative Assembly districts, which change at each distribution. Peter Gilbert da Conceição Foss KC (born 24 March 1946 in England) is a former Australian politician, who represented the Liberal Party. Elected to parliament in the 1989 state election, he was a member of the Western Australian Legislative Council representing the East Metropolitan Region, he was re-elected in 1993, 1996, and 2001. He retired in 2005. Adele Farina
Adele Farina (born 31 March 1964) is an Australian politician. She was a Labor Party member of the Western Australian Legislative Council from 2001 to 2021, representing South West Region. She served as parliamentary secretary to three different state ministers: the Minister for Planning and Infrastructure, Minister for Indigenous Affairs, Tourism, Culture and the Arts, and Minister for Disability Services, Citizenship, Multicultural Interests and Women's Interests. Early career Farina was born in Perth, and studied arts and law at the University of Western Australia. She was subsequently employed as the private secretary to Bob Pearce, Environment Minister in the Lawrence government, but this ended abruptly in 1992, when she was charged by police with stealing $3,280 worth of postage stamps from the state. New Country Party
The New Country Party was a minor political party in Australia. It emerged from the internal divisions of the One Nation Party in Queensland and Western Australia in 2003 (in a similar fashion to the City Country Alliance) and was registered by the Australian Electoral Commission on 9 January 2004. Two Western Australian state upper house MPs elected on One Nation tickets, Paddy Embry and Frank Hough, joined the party and were its only serving MPs until their defeat in the Western Australian state election in 2005. In the leadup to the October 2004 Federal election, there was some suggestion that Queensland independent MP Bob Katter would run on the New Country Party ticket. However, he did not do so. One Nation (Australia)
Pauline Hanson's One Nation (PHON or ONP), also known as One Nation or One Nation Party, is a right-wing populist political party in Australia. It is led by Pauline Hanson. One Nation had electoral success in the late 1990s, before suffering an extended decline after 2001. Its leaders have been accused, charged, and later acquitted, of fraud, and the party has suffered from numerous defections, resignations and other internal scandals which culminated in Hanson's resignation from the party.
