Members Of The Western Australian Legislative Council, 1986–1989
This is a list of members of the Western Australian Legislative Council from 22 May 1986 to 21 May 1989. The chamber had 34 seats made up of 17 provinces each electing two members, on a system of rotation whereby one-half of the members would retire at each triennial election. During the term, the ''Acts Amendment (Electoral Reform) Act 1987'' (No.40 of 1987) was passed, which abolished all provinces and created six new multi-member electoral regions to be filled with a system of proportional representation. Terms were increased to four years, but all members retired at each election in contrast with previous practice. There was no transition period—all present members would retire on 21 May 1989, and the new arrangement would take effect the following day based on the results of the 4 February 1989 election. Western Australian Legislative Council
The Western Australian Legislative Council is the upper house of the Parliament of Western Australia, a state of Australia. It is regarded as a house of review for legislation passed by the Legislative Assembly, the lower house. The two Houses of Parliament sit in Parliament House in the state capital, Perth. Effective on 20 May 2005, for the election of members of the Legislative Council, the State was divided into 6 electoral regions by community of interest —3 metropolitan and 3 rural—each electing 6 members to the Legislative Council.. The 2005 changes continued to maintain the previous malapportionment in favour of rural regions. Legislation was passed in 2021 to abolish these regions and increase the size of the council to 37 seats, all of which will be elected by the state-at-large. Des Dans
Desmond Keith Dans (24 November 1924 – 2 January 2014) was an Australian trade unionist and politician who was a Labor Party member of the Legislative Council of Western Australia from 1971 to 1989, representing South Metropolitan Province. He served as a minister in the government of Brian Burke. Dans was born in Perth to Mary (née Frances) and Keith Dans. He moved to Kalgoorlie as a child, where he attended a convent school before going on to the Kalgoorlie School of Mines. Dans enlisted in the Royal Australian Naval Reserve in 1942, and served as a stoker aboard HMAS ''Hobart''. After the war's end, he joined the merchant marine, and became involved with the Seamen's Union. He served as state secretary of the union from 1959 to 1971. South-East Metropolitan Province
The South-East Metropolitan Province was a two-member electoral province of the Western Australian Legislative Council, located in metropolitan Perth. It was one of several metropolitan seats created following the enactment of the ''Constitution Acts Amendment Act (No.2) 1963'', and became effective on 22 May 1965. The province, with its mix of safe Labor and Liberal Assembly seats, also produced mixed fortunes for both parties until 1983, when a redistribution turned it into a safe Labor seat and the two sitting Liberal members successfully transferred to the new South Central Metropolitan Province seat. Kay Hallahan
Elsie Kay Hallahan (born 4 November 1941) is a former deputy leader of the Western Australian branch of the Australian Labor Party. As a member of the Labor Party, she also served as a minister in the Burke, Dowding and Lawrence ministries in Western Australia, and was the first woman ever to sit in both the Western Australian Legislative Assembly and the Western Australian Legislative Council. She joined the Western Australian Police in 1969 before moving into social work in 1981. Her social work career included working at the Western Australian Alcohol and Drug Authority. At the 1983 election, she won one of the South-East Metropolitan Province seats in the Western Australian Legislative Council. Following the 1986 election, she became a minister in the Burke Ministry, with the portfolios of Community Services, the Family, Youth, the Aged and Women's Interests, and served in similar roles in the Dowding Ministry. John Halden
Stanley John Halden (born 21 January 1954), at Fremantle, Western Australia, is a former member of the Western Australian Legislative Council. Halden was educated in Western Australia and obtained a Bachelor of Arts degree majoring in Social Work. Prior to entering parliament he was employed as a social worker and a counsellor for the Family Court of Australia. Parliamentary service Halden contested the 1986 Western Australian State election as a candidate for the Labor Party and was elected to Western Australia's Thirty-second Parliament as the Legislative Council Member for North Metropolitan Province from 22 May 1986, in succession to Peter Henry Wells. South Central Metropolitan Province
The South Central Metropolitan Province was a two-member electoral province of the Western Australian Legislative Council, located in metropolitan Perth. It was created by a redistribution in 1982, and took effect on 22 May 1983 following the 1983 state election. It was formed from parts of the South Metropolitan and South-East Metropolitan provinces, and was a safe Liberal seat. The province had two concurrent members during its brief history — Clive Griffiths and Phillip Pendal, both of the Liberal Party. In 1989, the province was abolished by the ''Acts Amendment (Electoral Reform) Act 1987'', and with two others became part of the five-member South Metropolitan Region under the new proportional voting system. Clive Griffiths (politician)
Clive Edward Griffiths (20 November 1928 – 8 November 2020) was an Australian politician. Career He was born in South Perth to mechanical fitter Thomas Edward Griffiths and Dorothy Margaret Beattie. In 1943 he was apprenticed to an electrical fitter at Kalgoorlie, and in 1947 worked for plant engineers at the Public Works Department. He developed his own business from 1953, and although he was a member of the Amalgamated Engineering Union, he joined the Liberal Party in 1956. He served on South Perth City Council from 1962 to 1966, and in 1965 was elected to the Western Australian Legislative Council representing South-East Metropolitan Province. He was elected President of the Council in 1977 and served for twenty years, the longest term of any parliamentary presiding officer in Western Australia. Harry Gayfer
Harry Walter Gayfer (12 August 1925 – 15 July 2021) was an Australian politician who served in both houses of the Parliament of Western Australia. He was a member of the Legislative Assembly from 1962 to 1974, and then a member of the Legislative Council from 1974 to 1989. Gayfer was born in London, England, but moved to Western Australia as an infant. He attended Scotch College, Perth, and was the school's head prefect in 1942. After leaving school, Gayfer began farming at Corrigin, in Western Australia's Wheatbelt region. Vic Ferry
Victor Jasper "Vic" Ferry DFC (11 January 1922 – 29 July 2007) was an Australian politician who was a member of the Legislative Council of Western Australia from 1965 to 1987, representing South-West Province. Ferry was born in Albany, Western Australia, to Mary Eva (née MacLeod) and Roland Jasper Ferry. He attended Hale School, Perth, and afterward worked as a manager with the National Bank of Australasia. Ferry enlisted in the Royal Australian Air Force (RAAF) in 1942, as a flight lieutenant. He later transferred to the British Royal Air Force (RAF), and saw service as a pilot in Western Europe, North Africa, the Mediterranean, India, and Burma. He was awarded the Distinguished Flying Cross in 1944. Metropolitan Province
An ecclesiastical province is one of the basic forms of jurisdiction in Christian Churches with traditional hierarchical structure, including Western Christianity and Eastern Christianity. Max Evans (politician)
George Maxwell Evans (29 November 1930 – 30 April 2019) was an Australian politician who represented the Liberal Party in the Legislative Council of Western Australia from 1986 to 2001. He served as a government minister from 1993 to 1999 under Richard Court. He was a chartered accountant and prominent in Western Australia's business community before entering politics. Evans was also involved with the Scouting Movement in Western Australia during his lifetime.
