Members Of The Western Australian Legislative Council, 1980–1983
This is a list of members of the Western Australian Legislative Council from 22 May 1980 to 21 May 1983. The chamber had 32 seats made up of 16 provinces each electing two members, on a system of rotation whereby one-half of the members would retire at each triennial election. Notes : On 16 December 1981, South Metropolitan Province Labor MLC Howard Olney resigned in order to be appointed to the Supreme Court of Western Australia. Labor candidate Garry Kelly won the resulting by-election on 13 March 1982. : On 21 May 1982, North Province (Western Australia), North Province MLC Bill Withers (politician), Bill Withers, who had been elected as a Liberal but had resigned from the party in May 1981, resigned. Labor candidate Tom Stephens won the resulting by-election on 31 July 1982. Western Australian Legislative Council
The Western Australian Legislative Council is the upper house of the Parliament of Western Australia, a state of Australia. It is regarded as a house of review for legislation passed by the Legislative Assembly, the lower house. The two Houses of Parliament sit in Parliament House in the state capital, Perth. Effective on 20 May 2005, for the election of members of the Legislative Council, the State was divided into 6 electoral regions by community of interest —3 metropolitan and 3 rural—each electing 6 members to the Legislative Council.. The 2005 changes continued to maintain the previous malapportionment in favour of rural regions. Legislation was passed in 2021 to abolish these regions and increase the size of the council to 37 seats, all of which will be elected by the state-at-large. Harry Gayfer
Harry Walter Gayfer (12 August 1925 – 15 July 2021) was an Australian politician who served in both houses of the Parliament of Western Australia. He was a member of the Legislative Assembly from 1962 to 1974, and then a member of the Legislative Council from 1974 to 1989. Gayfer was born in London, England, but moved to Western Australia as an infant. He attended Scotch College, Perth, and was the school's head prefect in 1942. After leaving school, Gayfer began farming at Corrigin, in Western Australia's Wheatbelt region. Margaret McAleer
Margaret McAleer (16 February 1930 – 30 March 1999) was an Australian politician who served as a member of the Western Australian Legislative Council from 1974 to 1993. The daughter of former Geraldton mayor James McAleer, Margaret was born in Perth, and educated in Geraldton and Perth before studying at the University of Melbourne, from which she graduated with a Bachelor of Arts. In 1961 she began farming at Arrino, and was elected to Three Springs Shire Council in 1967. She became active in the Liberal Party as a member of the Rural Committee from 1968, President of the Kalgoorlie Central Division from 1970 and State Vice President in 1973. Lower North Province
The Lower North Province was a two-member electoral province of the Western Australian Legislative Council, located in the central and northern parts of the state. For nearly its entire existence, it had the lowest enrolment of any province in the Council. It was one of several rural seats created following the enactment of the ''Constitution Acts Amendment Act (No.2) 1963'', and became effective on 22 May 1965. In 1989, the province was abolished by the ''Acts Amendment (Electoral Reform) Act 1987'', and was absorbed into the Mining and Pastoral region under the new proportional voting system. Phil Lockyer
Philip Harry Lockyer (born 28 September 1946) is a former Australian politician. He was born at Mount Magnet to pastoral property manager Thomas Catchlove Lockyer and Florence Lillian Elsdon. He was educated by correspondence before attending Hale School from 1959 to 1962. After receiving his Leaving Certificate, he was an auctioneer at Moora in 1966 before becoming an insurance consultant and property developer. He joined the Liberal party in 1965, and served on Port Hedland Shire Council from 1977 to 1979.
