Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Waverley Province
Waverley Province was an electorate of the Victorian Legislative Council. It existed as a two-member electorate from 1976 to 2006, with members holding alternating eight-year terms. It was a marginal seat for its entire existence, often changing parties according to who held government at the time. Philip Rivers Davis (born 7 December 1952) is a retired Australian politician. David Davis (Australian Politician)
David McLean Davis (born 8 April 1962) is an Australian politician. He has been a Liberal member of the Victorian Legislative Council since March 1996, representing East Yarra Province from 1996 until 2006 when it was abolished and the Southern Metropolitan Region from 2006 onwards. He was state Minister for Health from 2010 to 2014 under Premiers Ted Baillieu and Denis Napthine. Early career Davis was born in Millicent, South Australia and studied in Melbourne, Victoria. He was educated at Kingswood College (Box Hill). He studied applied science at the Phillip Institute of Technology (now part of the Royal Melbourne Institute of Technology). Kaye Darveniza
Kaye Mary Darveniza (born 15 February 1955) is an Australian politician. She was a Australian Labor Party (Victorian Branch), Labor Party member of the Victorian Legislative Council from 1999 to 2014, first representing Melbourne West Province. In the 2006 Victoria State election, she transferred to the Northern Victoria Region and was re-elected. Darveniza was born in the town of Mooroopna, Victoria, Mooroopna and educated in Shepparton, Victoria, Shepparton. She studied nursing, becoming a registered psychiatric nurse in 1975. She then left the workforce for six years, before returning in 1981. In 1986, Darveniza became involved with the trade union movement, becoming an organiser with the Health and Community Services Union. Richard Alex Gordon Dalla-Riva (born 6 April 1963) is an Australian politician. He was a Liberal Party member of the Victorian Legislative Council from 2002 to 2018, representing East Yarra Province (2002–2006) and Eastern Metropolitan Region (2006–2018). Andrea Coote
Andrea Coote (born 18 July 1951) is an Australian former parliamentarian. She was a Liberal member of the Victorian Legislative Council from 1999 to 2014, representing Monash Province until the 2006 election and the Southern Metropolitan Region thereafter. Coote was born in Melbourne, and studied at Fintona Girls' School and the University of Melbourne. Before being elected to parliament, she worked in a number of business and executive positions, which included stints as Executive Director of the State Library Foundation (1994–1996) and Director of Development at Geelong Grammar School (1996–1998). In the early 1990s, she also worked as a staff officer to Member of the Legislative Assembly Michael John, and later as a ministerial adviser. Elaine Cafferty Carbines (born 4 February 1957) is a former Victorian politician. She was a member of the Labor Party and represented Geelong Province in the Victorian Legislative Council from September 1999 to November 2006. After politics, Carbines became the CEO of the G21 Geelong Regional Alliance from 2010 to 2020.
