This is a list of members of the Victorian Legislative Council between 1928 and 1931. As half of the Legislative Council's terms expired at each triennial election, half of these members were elected at the 1925 triennial election with terms expiring in 1931, while the other half were elected at the 1928 triennial election with terms expiring in 1934. : In October 1928, Robert Menzies, Nationalist MLC for East Yarra Province, resigned to contest Nunawading at the 1929 Assembly election. Nationalist candidate Clifden Eager won the resulting by-election in February 1930. : On 11 May 1929, Norman Falkiner, Nationalist MLC for Melbourne South Province, died. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Russell Clarke
William Lionel Russell Clarke (31 March 1876 – 14 May 1954) was an Australian politician. He was born in South Yarra, Victoria, South Yarra to grazier Sir William Clarke, 1st Baronet, William John Clarke (later a baronet) and Janet Marion Snodgrass. He attended Melbourne Grammar School, Scotch College, Melbourne, Scotch College, Trinity College, Melbourne while attending the University of Melbourne and finally Oxford University, where he received a Master of Arts in 1902. He had inherited part of his father's Ballarat estate in 1897. On 23 September 1908 he married Florence Douglas Mackenzie, with whom he had three children. In 1910 he purchased the Rupertswood estate from his brother Sir Rupert Clarke, 2nd Baronet, Sir Rupert Clarke; he sold the Ballarat property in 1912 and Rupertswood in 1922, and farmed near Albury, New South Wales, Albury from 1912 to 1919 and at Hume Weir from 1919 to 1922. George Goudie
Sir George Louis Goudie (30 April 1866 – 30 April 1949) was an Australian politician. He was born at Homebush to schoolteacher George Goudie and Caroline Ashton. After attending state schools he acquired a farm at Birchip, and from 1904 also had a share in storekeeping firms. From 1895 to 1910 he served on Birchip Shire Council, with two terms as president from 1898 to 1899 and from 1907 to 1908. On 9 September 1890 he married Alice Maud Watson, with whom he had five sons. In 1910 he moved to Egerton, serving on Ballan Shire Council from 1914 to 1916, when he moved to Hopetoun. From 1917 to 1922 he served on Karkarooc Shire Council. In 1919 he was elected to the Victorian Legislative Council for North Western Province; he was the first representative of the Victorian Farmers' Union, soon to become the Country Party, in that body. Norman Falkiner
Norman Fraser Falkiner (20 November 1872 – 11 May 1929) was an Australian politician. He was born in Ararat to grazier Frank Sadlier Falkiner and Emily Elizabeth Bazeley. He attended Geelong Grammar School and managed his father's stations at Jerilderie. In April 1901 he married Mary Louise Smithwick, with whom he had seven children. From 1915 he became a grazier of his own accord, and was a successful breeder of thoroughbred racehorses. William Edgar (politician)
William Haslem Edgar (21 January 1858 – 6 June 1948) was an Australian politician. He was born at St Arnaud to Irish-born engineer Edward Edgar and Mary, ''née'' Haslem. He attended St Arnaud Public School and Stawell Grammar School before working in a Melbourne warehouse for five years. He married his first wife, Elizabeth Cecelia Bingley, around 1887. He worked as a draper in Dunolly and served on the borough council from 1885 to 1886 before moving to Melbourne in around 1888 to work as an estate agent. In 1902 he was elected to Malvern City Council, serving as mayor from 1906 to 1907 and leaving the council in 1909. He was elected to the Victorian Legislative Council in 1904 as the non-Labor member for Melbourne West, holding the seat until his defeat in 1913. Clifden Eager
Sir Clifden Henry Andrews Eager (14 June 1882 – 11 August 1969) was an Australian politician. He was born in Sorrento to Irish-born Anglican reader Clifden Henry Eager and Kate Amelia Andrews. He attended state schools and then the University of Melbourne, where he received a Bachelor of Law in 1909 and a Master of Law in 1910. Around 1909 he married Ernestine Isabella May Campton, with whom he had five children. He was a barrister from 1911. In 1930 he was elected to the Victorian Legislative Council as a Nationalist member for East Yarra Province. He took silk in 1935, and during that year was briefly a minister without portfolio. Melbourne West Province was an electorate of the Victorian Legislative Council from 1904 until 2006. Arthur Disney
James Herbert Arthur Disney (8 December 1864 – 28 July 1943) was an Australian politician. He was born in Ballarat West to carter and tailor Charles Disney and Sarah Darley. He left school at fourteen to become a boilermaker, and from around 1886 worked in Melbourne. On 22 April 1886 he married Isabella Christina Hill, with whom he had five children. He left Melbourne in 1889, finding difficulty due to his union connections. He spent time as a fruiterer and woodyard proprietor, and from around 1898 was a second-hand furniture dealer. He served on South Melbourne City Council from 1908 to 1918 and was mayor from 1915 to 1916. In 1916 he was elected to the Victorian Legislative Council as a Labor member, representing Melbourne West Province. Gippsland Province
Gippsland Province was an electorate of the Victorian Legislative Council from November 1882 until 2006. It was based in the Gippsland region of Victoria, Australia. Gippsland Province was created in the redistribution of provinces in 1882 when the Central and Eastern Provinces were abolished. The new Gippsland, North Central, South Yarra, North Yarra, South Eastern and Melbourne Provinces were then created. Gippsland province was defined in The Legislative Council Act 1881 and consisted of the divisions of Buln Buln, Narracan and Traralgon, Alberton, Rosedale, Maffra, Avon, Bairnsdale, Omeo, Towong, Yackandandah, Wodonga, Wood's Point, Walhalla and Sale. George Martley Davis
George Martley Davis (7 January 1860 – 20 July 1938) was an Australian politician. He was born in Emerald Hill to grazier George Davis and Mary Critchley Sylvester. He attended state and grammar schools and worked as a stock agent on the Paroo River in Queensland. From 1882 to 1887 he worked as a valuer for Maffra Shire Council before becoming a partner in a stock and station agency. On 7 March 1886 he married Jane Elizabeth Manson, with whom he had four children. He served on Rosedale Shire Council from 1908 to 1930 and was president from 1909 to 1910 and from 1918 to 1919. Alan Currie
Sir Henry Alan Currie MC (6 June 1868 – 10 October 1942) was an Australian politician. He was born in Geelong to grazier John Lang Currie and Louise Johnston. He attended Melbourne Grammar School and then entered into residence at Trinity College (University of Melbourne), while studying civil engineering at the University. From 1896 to 1898 he worked in Western Australia as an assistant engineer for the Public Works Department, before his father died in 1898 and he inherited part of the family estates. On 11 June 1902 he married Muriel Miller. During the First World War he served with the Royal Field Artillery in Belgium and France; he was wounded, mentioned in despatches, and then in 1918 awarded the Military Cross. In 1920 he sold the Mount Elephant property he had co-run with his brother and acquired land at near Burrumbeet under the soldier settler scheme.
