This is a list of members of the Victorian Legislative Council from the elections of 2 September â 3 October 1864 to the elections of 31 August â 2 October 1866. There were six Electoral Provinces and five members elected to each Province. :Note the "Term in Office" refers to that members term(s) in the Council, not necessarily for that Province. : Hervey resigned in July 1863, replaced by William Haines in an August 1865 by-election. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Alexander Fraser (Victorian Politician)
Alexander Fraser (2 January 1802 â 20 August 1888) was a businessman and politician in colonial Victoria (Australia), a member of the Victorian Legislative Council. Fraser was born in Aldourie, Inverness-shire, Scotland, eldest of the ten children of John Fraser, a farmer and Free Church elder, and his wife Ann, ''nÊe'' Fraser. In 1827 Fraser went to London and five years later sailed for Sydney, New South Wales, in the ''Rubicon''. The ship, however, put in at Hobart, Tasmania (then called Van Diemen's Land), and he decided to stay there, which he did till 1852, when he visited Victoria and decided to settle there. Fraser had been interested in pastoral properties in the colony as far back as 1836, and he now started as an auctioneer in Bendigo, removing the business to Melbourne in 1853. In October 1858 Fraser was elected to the Legislative Council for the North Western Province, and was Commissioner of Public Works in the Francis Ministry from 14 June 1872 to 4 May 18 ...
