Mechanism For International Criminal Tribunals
The International Residual Mechanism for Criminal Tribunals, also referred to as the IRMCT or the Mechanism, is an international court established by the United Nations Security Council in 2010 to perform the remaining functions of the International Criminal Tribunal for the former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR) following the completion of those tribunals' respective mandates. Background In the early 1990s, the United Nations Security Council established two criminal courts whose purpose was to investigate and prosecute individuals responsible for war crimes, crimes against humanity, and genocide. Rwandan Genocide
The Rwandan genocide occurred between 7 April and 15 July 1994 during the Rwandan Civil War. During this period of around 100 days, members of the Tutsi minority ethnic group, as well as some moderate Hutu and Twa, were killed by armed Hutu militias. The most widely accepted scholarly estimates are around 500,000 to 662,000 Tutsi deaths. In 1990, the Rwandan Patriotic Front (RPF), a rebel group composed mostly of Tutsi refugees, invaded northern Rwanda from their base in Uganda, initiating the Rwandan Civil War. Over the course of the next three years, neither side was able to gain a decisive advantage. Charles Sikubwabo
Charles Sikubwabo is a Rwandan fugitive war criminal wanted for his role in the 1994 Rwandan genocide. He was indicted following by the Unite Nations' International Criminal Tribunal for Rwanda for genocide, crimes against humanity, and other violations of international humanitarian law. He served as mayor of Gishyita commune, Kibuye prefecture, from 1993 till July 1994. According to the indictment against him, Sikubwabo played an instrumental role in the murder of Tutsis in the Kibuye region during the genocide, including personally participating in killings. Fulgence Kayishema (born 1960) is a Rwandan Hutu militiaman arrested for war crimes in relation to his role in the 1994 Rwandan genocide. Born in Kivumu, he was the inspector of the judicial police there at the time of the genocide.
